Job Purpose:

The MEAL Officer will be responsible for ensuring effective monitoring, evaluation, accountability, and learning across all project activities. This includes baseline assessments, data collection and analysis, tracking key indicators, promoting accountability mechanisms, and supporting adaptive management and learning. The MEAL Officer will ensure that the project maintains high standards of data integrity, transparency, and performance-based reporting for immunization and integrated health services.


Key Responsibilities:

Monitoring and Data Management

  • Design and implement tools and methodologies for baseline community mapping (zero-dose identification, outreach site monitoring, etc.).
  • Oversee data collection from support groups (mothers/fathers), outreach teams, and health facility improvement teams.
  • Track progress of mobile and outreach sessions (including microplans, ISD integration, and HPV awareness).
  • Monitor implementation of quarterly theater performances and bi-annual advocacy events.
  • Maintain dashboards and tools to track vaccination trends, myths/misinformation prevalence, and IEC material reach.

Evaluation and Learning

  • Support the development of the project’s monitoring and learning framework in line with donor requirements.
  • Conduct regular outcome tracking (e.g., vaccine uptake, HPV awareness, defaulter follow-up).
  • Document and share learnings from field implementation to inform adaptive planning and decision-making.
  • Coordinate with project teams for quarterly review meetings and submit analysis of progress vs. planned activities.

Accountability and Compliance

  • Establish community feedback mechanisms (e.g., suggestion boxes, feedback during support group sessions, etc.) and ensure responsiveness.
  • Monitor quality of data collected through DICCs, health facilities, and mobile teams and ensure compliance with project indicators.
  • Work closely with outreach teams and mobilizers to verify community satisfaction with services received.
  • Ensure that Facility Improvement Plans (FIPs) include MEAL indicators and are being implemented as per targets.

Capacity Building and Coordination

  • Train project staff and health workers on data recording, reporting formats, and MEAL protocols.
  • Coordinate with District Health Authorities, Provincial EPI, DHMTs, and other stakeholders for sharing data and harmonizing indicators.
  • Support capacity strengthening of Quality Improvement Teams and monitor their performance regularly.

Reporting

  • Generate monthly and quarterly MEAL reports summarizing field-level activities, findings, and recommendations.
  • Support development of donor progress reports and provide data visualizations for advocacy materials.
  • Assist in preparing documentation for review meetings and donor visits.

Required Qualifications & Experience:

  • Bachelor’s or Master’s degree in Public Health, Social Sciences, Development Studies, or a related field.
  • At least 3-5 years of relevant experience in monitoring & evaluation, preferably in health or immunization projects.
  • Strong skills in quantitative and qualitative data analysis, with proficiency in Excel, KoboToolbox/ODK, and data visualization software.
  • Experience working with communities, local governments, and health systems in rural or underserved settings.
  • Familiarity with national immunization strategies, microplanning, and health information systems is an asset.

Skills and Competencies:

  • Excellent written and verbal communication skills in English and Urdu; knowledge of local languages is an asset.
  • Ability to train and mentor field staff on M&E tools and methodologies.
  • Strong organizational and time management skills with ability to meet tight deadlines.
  • Proactive, culturally sensitive, and committed to the principles of accountability and transparency.
