Terms of Reference (TOR)

1. Background

Laar Humanitarian and Development Programme (LHDP) is implementing the drought anticipatory action project (Phase I) under the Start Ready/National Reserve framework in Sindh. As part of its operational readiness activities, LHDP plans to prepare livestock training session plans relevant to the operational contexts of Sanghar, Shikarpur, and Tharparkar districts.

2. Objective of the Assignment

The objective of this assignment is to finalise livestock training content, prepare practical session plans, identify a pool of potential trainers, and develop clear demonstration flows for immediate use after triggering.

3. Scope of Work

  • Develop detailed livestock training session plans, including objectives, session flow, timing, and materials.

  • Finalise practical demonstration flows for livestock-related training.

  • Identify and shortlist potential trainers (including para-vets and technical resource persons).

  • Define trainer roles, required competencies, and basic TORs.

4. Key Deliverables

  • Complete livestock training session plans ready for implementation.

  • Finalised demonstration flow guides.

  • List and profiles of identified potential trainers.

  • Basic community-level training materials that para-vets and community volunteers can use after attending the training.

  • Soft copies of all training plans and materials.

5. Duration of Assignment

The assignment is expected to be completed by the consultant within 10 working days from the date of contract signing.

6. Location

The consultant can complete the assignment virtually.

7. Reporting Line

The consultant will report to the LHDP Project Manager.

8. Required Qualifications and Experience

  • Relevant Degree in livestock management

  • At least 3–5 years of experience in livestock training or extension services.

  • Experience developing training curricula and practical demonstrations.

  • Familiarity with community-based livestock programmes.

  • Experience working with para-vets or community volunteers is an advantage.
