Job Description:

Overview:

As part of efforts to strengthen immunization coverage and reach zero-dose children, a mobile vaccination initiative is being launched to enhance healthcare access in remote and underserved areas of Balochistan and Islamabad. We are seeking an experienced and motivated Project Manager to lead and coordinate provincial-level implementation of this initiative, in close collaboration with the Expanded Program on Immunization (EPI) and local health authorities.

This role will be responsible for overall operational leadership, planning, coordination with EPI stakeholders, supervision of field teams, and ensuring quality implementation of immunization activities in alignment with national and provincial EPI strategies.

Key Responsibilities:

1. Planning & Implementation (EPI-Aligned)

  • Lead the development and execution of province-wide immunization operational plans in line with national EPI priorities and the Annual Work Plan.
  • Support microplanning at the district and union council levels, ensuring integration with existing EPI structures.
  • Coordinate mobile outreach sessions in hard-to-reach and zero-dose areas, ensuring alignment with Reaching Every District (RED/REC) strategies.

2. Field Operations & Team Management

  • Provide oversight and guidance to district-level field teams including vaccinators, field supervisors, and data collectors.
  • Ensure implementation of mobile vaccination schedules, cold chain compliance, logistics, and vaccine availability.
  • Monitor progress against district targets and address bottlenecks in real time.

3. Stakeholder Coordination & Advocacy

  • Collaborate closely with the Provincial EPI Office, District Health Officers, UNICEF/WHO partners, and other relevant stakeholders.
  • Participate in EPI technical working groups, provincial task force meetings, and coordination platforms.
  • Advocate for integration of mobile vaccination efforts into the routine immunization system for sustainability.

4. Monitoring, Supervision, and Data Quality

  • Conduct regular supportive supervision visits to ensure quality service delivery and adherence to immunization protocols.
  • Monitor and validate vaccination data using EPI tools (e.g., tally sheets, monthly reports, and NEIR), ensuring data accuracy and use for decision-making.
  • Support implementation of Lot Quality Assurance Sampling (LQAS) and other coverage assessments as needed.

5. Reporting & Documentation

  • Compile and submit timely progress reports, vaccination coverage updates, and monitoring findings to management and partners.
  • Document success stories, challenges, and lessons learned to support adaptive programming and knowledge sharing.

6. Cold Chain, Logistics, and Supply Management

  • Ensure cold chain integrity during vaccine storage and transportation in coordination with district EPI focal persons.
  • Track vaccine consumption, wastage, and stock-outs; coordinate timely replenishment through EPI supply chains.

7. Financial & Administrative Oversight

  • Manage provincial-level budgets, expenditures, and financial reporting in compliance with donor and organizational requirements.
  • Support administrative functions including HR coordination, procurement, and fleet management for field activities.

Desirable Skills:

  • Prior experience working on mobile outreach or zero-dose initiatives.
  • Knowledge of local health systems and challenges specific to Balochistan/Islamabad.
  • Fluency in English and working knowledge of Urdu and regional/local languages.

Qualifications & Experience:

  • Master’s degree in Public Health, Health Management, or a related field (MBBS or equivalent medical degree preferred).
  • At least 5–7 years of experience in immunization program management, preferably within the EPI framework.
  • Strong understanding of national immunization strategies, EPI policies, RED/REC approaches, and vaccine delivery systems.
  • Proven experience in managing field teams, logistics, and coordination with health departments and development partners.
  • Familiarity with immunization data tools (NEIR, EPI microplans, etc.) and basic data analysis.
  • Strong communication, leadership, and problem-solving skills.
  • Willingness to travel extensively within Balochistan/Islamabad
