Position Title: Project Coordinator – Anticipatory Action and Flood Preparedness
Job Grade Level: III

Location: District Shangla, Khyber Pakhtunkhwa
Contract Duration: 5 months (extendable)
1. Background
CESVI Foundation-ETS, with the support of the World Food Program (WFP), is implementing a comprehensive project on ‘’Integrated Climate Risk Management for Strengthened Resilience to Climate Change in Shangla Districts of Khyber Pakhtunkhwa Province,” funded by the Green Climate Fund (GCF). Shangla is highly vulnerable to flash floods due to its topography and hydrological conditions. The project aims to develop inclusive, gender-responsive AA protocols, strengthen early warning systems (EWS), build the capacity of district and sub-national stakeholders, and raise community awareness on preparedness and disaster risk reduction (DRR).
The Project Coordinator will be responsible for the overall management, coordination, and implementation of project activities in Shangla, ensuring technical quality, alignment with donor requirements, and close collaboration with government counterparts, communities, and humanitarian partners.
2. Role Purpose
The Project Coordinator will lead the implementation of all field-level activities in Shangla district, providing technical, managerial, and coordination support. S/he will act as the primary focal point with district-level authorities (DDMCs, DDMUs, line departments), communities, and partner organizations. The role requires ensuring that anticipatory action, IBF tools, and DRR protocols are effectively institutionalized, inclusive, and gender- and disability-responsive.
3. Key Responsibilities
A. Project Planning and Implementation
- Lead and oversee the execution of all project activities in Shangla, including feasibility assessments, consultations, trainings, mock drills, simulation exercises, IBF product development, and awareness campaigns.
- Ensure timely delivery of outputs, such as: Supervise and guide district-level project staff and mobilizers to ensure quality delivery.
- Historical flood event analysis and sectoral impact assessments.
- Development and validation of anticipatory action triggers, protocols, and SOPs.
- Capacity-building workshops, ToT sessions, and simulation exercises.
- Establishment of vulnerability and SADD beneficiary databases.
- Implementation of gender-responsive digital literacy, school campaigns, and SBCC/IEC activities.
- Small-scale rehabilitation of DDMC offices and provision of IT equipment.
- Facilitate beneficiary identification, verification, and targeting processes with a focus on women, the elderly, and persons with disabilities.
B. Coordination and Stakeholder Engagement
- Act as the district focal point for engagement with PDMA KP, DDMUs, DDMCs, technical line departments (Health, Agriculture, Livestock, Education, Social Welfare), and humanitarian partners.
- Convene and coordinate multi-stakeholder workshops, validation sessions, and community consultations.
- Ensure alignment of AA protocols and SOPs with provincial and national frameworks.
- Establish strong linkages with local CSOs, women’s organizations, OPDs (Organizations of Persons with Disabilities), and Village Committees.
C. Capacity Building and Technical Support
- Provide technical inputs in the development of AA triggers, IBF tools, and EWS SOPs.
- Facilitate and oversee community-level trainings on DRR, preparedness, and anticipatory action.
- Organize and supervise capacity-building workshops for district stakeholders and ToT sessions for sustainability and institutionalization.
- Support the integration of gender and disability considerations into all capacity-building and awareness activities.
D. Monitoring, Reporting, and Knowledge Management
- Ensure systematic documentation of all consultations, trainings, workshops, drills, and assessments.
- Contribute to the development of analytical reports, IEC materials, and case studies.
- Prepare monthly, quarterly, and final progress reports, ensuring compliance with donor requirements.
- Capture lessons learned and best practices to support replication and scaling.
E. Administrative and Financial Oversight
- Oversee field office operations in Shangla, ensuring effective management of logistics, HR, and financial resources.
- Monitor expenditure against budget lines, ensuring compliance with financial policies and donor guidelines.
- Ensure transparent procurement and distribution of risk mitigation kits and IT equipment.
4. Required Qualifications and Competencies
Education
- Master’s degree in Disaster Risk Management, Environmental Sciences, Development Studies, Social Sciences, or a related field.
5. Experience
- At least 5–7 years of progressively responsible experience in disaster risk reduction (DRR), Anticipatory Actions (AA), climate change, or related field.
- Proven experience in anticipatory action, early warning systems, or impact-based forecasting preferred.
- Demonstrated capacity in stakeholder coordination with government institutions, UN agencies, and NGOs.
- Prior experience working in Khyber Pakhtunkhwa, particularly in Shangla or similar contexts, is highly desirable.
6. Skills and Competencies
- Strong project management and team leadership skills.
- Solid understanding of participatory approaches, gender mainstreaming, and disability inclusion in DRR.
- Excellent communication, facilitation, and negotiation skills.
- Proficiency in report writing, data analysis, and presentation.
- Familiarity with GIS-based tools, IBF systems, and digital communication channels (SMS, apps, etc.) is an asset.
- Fluency in English, Urdu, and Pashto (preferred).
7. Duty Station and Travel
- Based in Shangla district with frequent travel to Union Councils, villages, and field sites.
- Periodic travel to Peshawar and Islamabad for coordination and reporting.
