1: Introduction & Background
LASOONA-Relief and Development Organization is a national, multi-disciplinary, development focused, non-profit organization. It was established in 1997 by a dedicated and visionary group of motivated and civic-minded people with a passion to support human and natural resource development in vulnerable and impoverished areas of Pakistan. In 1998, it was registered as an NGO under Societies Registration Act, 1860. In 2023, the organization was incorporated as a not-for-profit Company and registered under section 42 of the Companies Act 2017 with Securities and Exchange Commission of Pakistan (SECP). LASOONA is also certified/accredited by Pakistan Centre for Philanthropy (PCP), and has a tax exemption status from Federal Board of Revenue, Government of Pakistan under Section 2(36) of Income Tax Ordinance.
Welthungerhilfe (formerly known as German Agro Action) was established in 1962. Today, it is one of the largest private sector organizations working in the areas of development cooperation and humanitarian aid in Germany. Welthungerhilfe (WHH) is a non-profit, nonpartisan and nondenominational organization. Donations from the population at large fund its work in Africa, Asia and Latin America. Besides, WHH receives grants from the Federal German Government, the European Union, BMZ and the United Nations.
Program Summary
LASOONA in partnership with WHH is implementing a project titled “Building Resilience and Addressing Vulnerability to Emergencies (Pak-1122-21) in District Nowshera, KPK, Pakistan. The project addresses vulnerability to climate change, as Pakistan ranking 5th in the Global Climate Risk Index. The project aims to increase the capacity of at-risk communities, particularly focusing on women, the elderly, and people with disabilities, to anticipate, adapt to, and absorb the negative impacts of climate-related hazards.
Following are the main outputs of the project:

Background of the Consultancy
District Nowshera in Khyber Pakhtunkhwa province experiencing increasingly severe and unpredictable climate impacts that threaten community well-being and development. The district faces devastating riverine floods from the Kabul River and prolonged drought periods, both of which have intensified in frequency and severity due to climate change.
The catastrophic floods of 2010, 2022, and other recurring flood events have caused massive displacement, infrastructure damage, agricultural losses, and waterborne disease outbreaks acrossRFP Ref#: LA-WHH-/RFP-0016/2025Page 1 of 16Nowshera's communities. During flood events, the district experiences acute challenges including contaminated drinking water, damaged irrigation systems, crop destruction, and livestock losses. Conversely, during drought periods, communities face depleted groundwater reserves, reduced agricultural yields, food insecurity, and economic hardship. These climate extremes disproportionately affect vulnerable populations, including smallholder farmers, women, children, and the elderly.
Despite the severity of these climate impacts, there remains a significant gap in public awareness regarding climate change drivers, impacts, and potential adaptation and mitigation measures. Communities often lack adequate understanding of how their actions contribute to climate change and, more importantly, how local adaptations can build resilience against climate threats.
Public awareness and community engagement represent important, yet often overlooked components of effective climate action. When communities understand climate risks and response options, they become active participants rather than passive recipients of adaptation initiatives. Informed communities can implement household-level adaptations (such as rainwater harvesting, drought-resistant farming, or flood-proofing homes), advocate for climate-responsive policies, and hold relevant institutions accountable for climate commitments. Theater and performance arts offer powerful, culturally resonant tools for climate change communication that can overcome literacy barriers while fostering emotional connections to environmental issues. Interactive theater can translate complex climate science into accessible narratives that demonstrate both climate impacts and practical adaptation solutions relevant to Nowshera's specific context. Through creative storytelling, theater programs can illustrate how traditional knowledge combined with scientific approaches can enhance community resilience to both floods and droughts.
LASOONA relief & development organization, under the BRAVE project, seeks to engage a qualified consultant/firm to develop and implement innovative theater programs on climate change awareness in communities and educational institutions across District Nowshera. These programs will illustrate the local manifestations of climate change, emphasize individual and collective mitigation actions, and demonstrate practical adaptation measures that communities can implement to build resilience against both flood and drought conditions.
The theaters will be organized in community/educational institutes to create engaging, culturally appropriate acting performances that catalyze community-driven climate action. By connecting abstract climate concepts to tangible local experiences and practical solutions, these theater programs aim to transform climate knowledge into adaptation action, ultimately enhancing Nowshera's resilience to escalating climate threats.
