Overview:
Jhpiego is an international non-profit health organization affiliated with The Johns Hopkins University, USA. Jhpiego is dedicated to improving the health of women and families in developing countries.
Background:
The National TB Control Program (NTP), under its National Strategic Plan (NSP) 2024–2026, is midway through implementing critical interventions aimed at reducing the burden of TB in Pakistan. A strategic mid-program review is now essential to assess achievements, identify implementation gaps, and build the evidence base for the development of the next NSP (2027–2030) and future funding proposals.
Purpose of the Consultancy:
To conduct a comprehensive mid-term review and gap analysis of the NSP 2024–2026 and develop a strategic gap analysis document that identifies achievements, implementation bottlenecks, and actionable recommendations, which will facilitate and assist the NTB and partners in leading the next NSP cycle with greater incisive precision and future resource mobilization efforts.
Objectives:
- Review the progress and outcomes of NSP 2024–2026.
- Assess the status of previous NSP recommendations.
- Identify successful interventions and their drivers
- Identify gaps, missed targets, and strategic shortcomings.
Scope of Work:
The consultant will undertake the following tasks:
- Review the NSP 2024 -2026 document.
- Visit the CMU and seek overall guidance for content formulation for the mid-term review document, process of meeting key stakeholders at the national level, as per the recommendations by CMU, and connecting with the provinces for execution of the provincial consultative meetings as per the recommendations.
- Conduct interviews with the NTB for their feedback and guidance for provincial consultation with TB program managers and policy advisors.
- Visit all four provinces to engage directly with key government and other key stakeholders as recommended by the NTB program.
- Collect structured feedback in the inception report on the deliverables outlined in the NSP 2024-2026.
- Assess the extent of implementation and effectiveness of recommendations from the previous NSP: High yield recommendations and interventions v/s low yield recommendations and interventions.
- Identify the drivers and barriers / blockers for what has worked and what has not.
- Identify gaps, if any, in the existing strategic plan that need immediate attention or carry over to the next strategic cycle.
- Prepare a final document capturing the review feedback along with suggested recommendations for the way forward.
Methodology:
a) Desk Review and Situation Analysis
o Review existing documentation, including reports, programmatic data, implementation reports, and prior evaluations.
o Conduct a comparative analysis against baseline indicators and international TB control benchmarks.
b) Gap Analysis
o Identify achievements versus planned deliverables.
o Clearly outline unfulfilled activities, strategic bottlenecks, and areas needing intensified focus.
o Identify drivers and blockers /barriers for intervention areas
c) Way Forward/recommendations
o Recommendations and suggestions for realignment of critical areas, as necessary, for facilitating achievement of the strategic plan 2024-2006
Deliverables:
- A comprehensive report detailing:
- Achievements against the NSP 2024-2026 targets.
- Status of implementation of recommendations from the previous NSP.
- Identify successful interventions and their drivers
- Identified gaps and barriers in achieving set targets.
- Strategic recommendations for addressing identified gaps.
- Development of a strategic TB document that will:
- Serve as a gap analysis framework.
- Guide the formulation of the next NSP (2027-2030).
- Realignment where necessary to achieve the targets and goals of the NSP 2024-2026.
- Inform future proposal development and resource mobilization efforts and
Qualifications and Experience
Required Qualifications:

- Advanced degree (MPH, MD, PhD or equivalent) in Public Health, Medicine, Health Policy, or related field.
- Minimum 10–15 years of senior-level experience in TB control or infectious disease programming, preferably in LMICs.
- Proven experience in leading national-level reviews, gap analyses, and strategic planning in public health.
- Deep understanding of the TB program landscape in Pakistan or similar high-burden settings.
- Strong track record in working with government ministries, international donors (e.g., GFATM, WHO), and multi-sector stakeholders.
Preferred Skills:

- Excellent analytical and report writing skills.
- Facilitation and stakeholder consultation experience.
- Familiarity with international TB frameworks (End TB Strategy, WHO TB guidelines, etc.)
- Willingness and ability to travel extensively across Pakistan.

The consultancy will span approximately 6–8 weeks, from May to June 2025, with the following indicative timeline:

Consultancy Type: Short-Term
Assignment Duration: 2 months, May to June 2025
Position Location: Islamabad with possibility of considering a hybrid model.
Travel: Travel will be included all four provinces of Pakistan and arrangements will be organized by Jhpiego. (14 travel days are expected approximate).
Reporting Line: The consultant will report to the Country Director or her Designee, Jhpiego Pakistan
