A reputable organization based in Islamabad has established a Centre focused on developing public and private sector proposals for climate change mitigation and adaptation, aiming to access international and national climate change funds.

1. Scope

The GHGE Expert will be responsible for leading all activities related to greenhouse gas emissions across the organization’s projects and institutional operations. The expert will estimate emission potentials during the proposal development phase and implement a comprehensive Monitoring, Reporting, and Verification (MRV) system during project execution. The role also includes ensuring that the institution-wide reporting of emissions adheres to the highest standards of accuracy and methodological clarity.

2. Key Responsibilities

a.      GHG Emission Estimation & Proposal Development

• Estimate GHG emission potential across various sectors during the proposal development phase.
• Provide technical input on GHG reduction strategies and ensure alignment with national and international climate targets.
• Collaborate with the project teams to integrate GHG emission estimations into project proposals.

b.      MRV System Development

• Design and implement an MRV (Monitoring, Reporting, and Verification) system to track GHG emissions during project implementation.
• Ensure the MRV system adheres to relevant national and international standards and methodologies (e.g., IPCC, GHG Protocol).
• Support data collection, management, and analysis for accurate emission tracking.

c.       Institution-wide GHG Reporting

• Develop and oversee the institution-wide GHG inventory.
• Prepare regular GHG emissions reports for internal and external stakeholders, including compliance reports for regulatory bodies.
• Stay updated on emerging GHG accounting methodologies and incorporate best practices into the organization’s reporting.

d.      Methodology & Standards Compliance

• Ensure clarity on different GHG estimation and MRV methodologies (e.g., IPCC guidelines, ISO 14064).
• Provide training and capacity building to the team on GHG estimation and MRV practices.
• Engage with industry experts, regulatory bodies, and partners to stay informed on the latest methodologies and standards.

e.      Technical Leadership & Collaboration

• Act as the key technical lead on all GHG-related workstreams.
• Collaborate with cross-functional teams, including programmatic and financial to ensure seamless integration of GHG considerations.
• Participate in stakeholder engagement activities to communicate the organization’s GHG emission reduction strategies and achievements.

3. Qualifications

• A Bachelor’s or Master’s degree in Environmental Science, Climate Science, Engineering, or a related field.
• Professional certifications in GHG accounting, such as ISO 14064, are an added advantage.
• At least 5 years of experience in GHG emissions estimation, MRV system development, and reporting.
• Demonstrated experience working on GHG reduction initiatives across multiple sectors (e.g., energy, agriculture, waste management).
• Experience with project development and working in multi-disciplinary teams.

4. Required Skills

a.       Technical Skills

• Proficiency in GHG accounting methodologies and standards (e.g., IPCC, GHG Protocol).
• Strong understanding of MRV system development and implementation.
• Ability to use GHG accounting software/tools (e.g., SimaPro, GaBi, or other LCA tools).
• Familiarity with climate finance mechanisms and carbon markets is a plus.

b.       Analytical Skills

• Excellent data analysis and management skills.
• Ability to translate complex technical data into clear, actionable insights. 

c.        Project Management

• Strong project management skills with the ability to oversee multiple projects simultaneously.
• Ability to work effectively in teams and independently.

d.       Communication

• Excellent written and verbal communication skills.
• Ability to present complex GHG-related information to non-technical stakeholders.

5. Other Terms & Conditions

• The duration of the contract will be one year, with a three-month probationary period. The contract can be extended annually for the project duration.
