General Position Summary

The DFS role in engaging and mobilizing communities, and healthcare providers to actively participate in the C19 project implemented by Mercy Corps in provinces of Pakistan. The DFS will work closely with healthcare facilities, hospitals, and the community to build relationships, facilitate community participation, and promote the integration program. The DFS is a self-motivated and analytically capable individual who will be responsible for the overall implementation of project activities in the assigned district according to the Operational Guidelines and direction provided by the Project Manager.

Essential Job Functions

  • Participate and understand the Detail Implementation Plan of the project. 
  • Develop a monthly work plan based on DIP and ensure its implementation in coordination with the Community Mobilizing Officer and approval from the Project Manager.  
  • Assist in the mapping of public health facilities and private GP clinics (general practitioner clinics) in the assigned districts for project activities as per the assigned list.
  • Coordination with all stakeholders at the district level and organization of the inception meeting and meetings with area notables.
  • Provision of road map for the GP clinics and hospitals with estimated distances from zero-point/landmark.
  • Lead the process of coordination with the field staff of TB Program partners (Sub-Recipient) of Mercy Corps/National TB Program in the assigned district, Private Healthcare Facilities, Private Labs and other stakeholders for effective implementation of the project.
  • Monitoring and assessment of public and private health facilities for WASH-related activities (hard component) in coordination with WASH Engineer and Field Engineer of C 19 Project.
  • Ensure implementation of field activities in the district as per operational guidelines and timelines
  • Responsible for conducting regular visits to assigned hospitals, private healthcare providers and labs to ensure activities take place in time as per the agreed work plan.
  • Assist in developing a list of healthcare providers for Infection Prevention & Control (IPC) and Combined Management of Covid and TB (CMCT) training at the district level.
  • Organize capacity-building training for the healthcare facility staff in coordination with the Project Manager and IPC Specialist.
  • Support M & E and Engineers in conducting surveys, assessments, execution, and completion activities of hard and soft components of the project.   
  • Timely submission of monthly progress reports, and activity reports after endorsement from district health authorities/hospital administration/ healthcare providers.
  • Ensure complete and accurate documentation as per the Guidelines and timely submission to the country office.
  • Maintain chronological programmatic and financial data/records including activity photographs, attendance sheets, TA/DA sheets, bills/invoices field monitoring reports etc. of all the field activities at the district level.
  • Submit programmatic and financial records to the office of all field activities every month as per the Operational Guidelines.
  • Support and facilitate field visits from national, provincial, and district-level stakeholders.
  • Comply with all the Mercy Corps Policies for example Feld Procurement Policies and Procedure (FP3).
  • Any other task or responsibility as assigned by the Project Manager/supervisor.

Community Engagement and Mobilization

  • Build strong relationships and rapport with community members, including community leaders, in the target districts.
  • Conduct community assessments to understand their needs, challenges, and priorities related to the C19 intervention components.
  • Organize and facilitate community meetings, focus group discussions, and awareness sessions to gather community input and promote participation.
  • Mobilize community members to actively engage in project activities.
Security
  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Team members are expected to conduct themselves professionally and respect local laws, customs and MC's policies, procedures, and values always and in all in-country venues.

Accountability

  • Reports Directly To: The Community Mobilization Officer with a dotted line to the Project Manager.  

Knowledge and Experience

  • Graduation preferably in social sciences or similar. DAE Civil or relevant discipline will be a plus.  
  • Fluency in written and spoken English and Urdu.
  • Basic computer skills a must, including MS Word and Excel
  • At least 3 years of relevant work experience with community-based programs.
  • Excellent communication skills are essential.

Must have strong coordination, analytical and problem-solving skills. Must be a team player be able to work proactively.  Must be adaptable and flexible. Should be able to work under stress. Time management is critical to the success of this program.
