1. Background

Laar Humanitarian and Development Programme (LHDP) is implementing the drought anticipatory action project (Phase I) under the Start Ready/National Reserve framework in Sindh. As part of its operational readiness activities, LHDP plans to prepare actionable drought early warning and awareness messages (print-ready formats) in Sindhi. The materials should be relevant to the operational environment of Sanghar, Shikarpur, and Tharparkar districts.

These messages will provide clear guidance on livestock care, water safety and conservation, livestock health and hygiene, and simple drought actions for the various phases of drought (e.g., mild, moderate, extreme).

2. Objective of the Assignment

The objective of this assignment is to develop ready-to-use drought early-warning and awareness messages in Sindhi, prepared in advance as digital files for rapid dissemination during activation. The materials should clearly align with the drought phases, such as mild, moderate, or extreme.

3. Scope of Work

  • Review existing actionable early warning messages of Sindh province.

  • Draft Sindhi-language early warning and awareness messages covering:

  • Livestock care during drought and heat stress

  • Water safety and conservation practices

  • Livestock health and hygiene

  • Simple, practical drought actions households can take


  • Ensure messages are simple, practical, and suitable for rural and low-literacy audiences.

  • Propose message formats suitable for rapid dissemination (e.g., SMS/WhatsApp text lines, short message cards).

4. Key Deliverables

  • Complete package of drought early warning and awareness messages in Sindhi (soft copies) as per drought classification. The consultant is responsible for ensuring that the early warning messages conform to the core humanitarian standards.

  • Final messages formatted for rapid dissemination (WhatsApp-ready text and/or simple message cards).

  • Brief note explaining how messages link to supported activities and intended dissemination channels.

5. Duration of Assignment

The assignment is expected to be completed within 10 working days from the date of contract signing.

6. Location

The consultant can do the work remotely.

7. Reporting Line

The consultant will report to the LHDP Project Manager.

8. Required Qualifications and Experience

  • Excellent understanding of early warning systems, especially for drought hazard.

  • At least 3 years of experience in developing early warning messages (actionable) in Sindhi.

  • Strong ability to produce clear and accurate Sindhi-language content for rural audiences.

  • Experience with drought anticipatory action programming is an advantage.
