1. Background
Laar Humanitarian and Development Programme (LHDP) is implementing the drought anticipatory action project (Phase I) under the Start Ready/National Reserve framework in Sindh. As part of its operational readiness activities, LHDP plans to prepare BCC materials for the Sanghar, Shikarpur, and Tharparkar districts.
These materials will include scripts, micro-posters, WhatsApp visuals, and short audio lines on livestock and water management practices.
2. Objective of the Assignment
The objective of this assignment is to design practical, functional (actionable), and ready-to-use BCC materials in soft form (no hard or printed copies) to support community awareness and behaviour change on livestock and water management. The materials should be printer-ready. The output of this assignment will facilitate LHDP to rapidly disseminate the materials in the first week of Phase-II (i.e., the triggering of the anticipation actions).
3. Scope of Work

Review the project context and activities linked to BCC dissemination (Activities 1.2.11, 1.3.1, 1.4.5, and 1.4.8).

Develop BCC content focused on livestock and water practices during drought, including:

Formulate key behaviour messages
-
Simple session scripts for facilitators
-
Micro-posters (short, visual key messages)
-
WhatsApp-ready visuals for rapid sharing
-
Short audio lines suitable for mobile sharing or loudspeaker use
-
Ensure materials are ideal for rural, low-literacy audiences (simple language, visual cues).

Ensure consistency with anticipatory action principles and the local Sindh context.

Coordinate with the Project Manager to validate technical accuracy and usability.
4. Key Deliverables

Final set of BCC scripts for community sessions.

Micro-posters and visual key messages (print-ready soft copy).
-
WhatsApp visuals formatted for mobile dissemination.

Short audio lines/scripts (soft copy) in formats agreed with LHDP.

Complete editable soft-copy package of all BCC materials.
5. Duration of Assignment
We expect the assignment to be completed by the consultant within 10–15 working days of the date of contract signing.
6. Location
The consultant can complete this assignment virtually. There is no need for field visits at Phase I (preparedness).
7. Reporting Line
The consultant will report to the LHDP Project Manager.
8. Required Qualifications and Experience

At least 3–5 years of experience in designing and developing BCC materials for rural communities.

Strong experience developing visual and audio messaging for low-literacy audiences.
-
The ability to produce culturally appropriate Sindhi-language content is highly desirable.

Experience with humanitarian or anticipatory action programmes is an advantage.
