Position Objectives:

  • The Finance Assistant will support financial management, documentation, and reporting for Health, WASH, and MPCA interventions in Bajaur. The position will ensure accurate accounting, compliance with donor/organizational policies, smooth execution of payments and cash transfers, and effective coordination with program and finance teams.

Specific Duties, Responsibilities, and Accountabilities:

  • Financial Management & Compliance

Ensure all financial transactions related to Health, WASH, and MPCA activities comply with PRCS, IFRC, and NoRC rules.

Maintain proper financial records, supporting documentation, and filing systems for audit and reporting purposes.

Support in monitoring expenditures against budgets and funding obligations, flagging any variances.

5

Assist in the preparation of financial reports, forecasts, and expenditure analysis for program managers and donors.

Process accounting transactions, including payments, advances, supplier invoices, per diems, payroll adjustments, accruals, and reallocations in a timely and accurate manner.

Verify financial supporting documents for accuracy, completeness, and compliance with SOPs.

Cash & Voucher Assistance (CVA/MPCA) Oversight

Support CVA Assistant verification of CVA/MPCA beneficiaries and assist in payment clearances.

Liaise with Financial Service Providers (FSPs) to ensure timely reconciliation of payments and reporting.

Ensure accurate documentation of CVA transactions and maintain transparent records for accountability and audit.

Participate in monitoring cash distributions to ensure compliance with ECHO standards.

Field-Level Financial Support

Provide financial guidance and support to project and field teams on compliance and documentation requirements.

Assist in contract execution and procurement follow-ups by reviewing financial terms.

Retrieve documentation on demand and provide timely support to audits, spot checks, and verifications.

Ensure smooth coordination with provincial and national finance teams for reporting and consolidation.

 

Education

 

Bachelor’s degree (Master preferred) in Accounting, Finance, Business Administration, or related field.



Experience

 
  • Minimum 3 years’ professional experience in finance or accounting, with at least 2 years in humanitarian/emergency operations.

  • Experience in cash/voucher assistance (CVA/MPCA) and knowledge of ECHO or EU donor financial compliance is strongly preferred.

  • Prior experience with the Red Cross/Red Crescent Movement is an advantage.

 

Skills / Knowledge

 
  • Proficiency in accounting software and MS Office (especially Excel).

  • Strong analytical and problem-solving skills with attention to detail.

  • Ability to manage multiple priorities and meet deadlines under pressure.

  • Excellent communication, teamwork, and coordination skills.

  • High integrity, accountability, and professionalism in financial management.

  • Fluency in Urdu, Pashto, and English (spoken and written).

Maximum age limit, up to 40 years.

 

Extensive travelling/travel to field locations as required
