Programme Overview

Evidence for Health (E4H) is a Foreign, Commonwealth & Development Office (FCDO)-funded programme aimed at strengthening Pakistan's healthcare system, thereby decreasing the burden of illness and saving lives. E4H provides technical assistance (TA) to the Federal, Khyber Pakhtunkhwa (KP), and Punjab governments, and is being implemented by Palladium along with Oxford Policy Management (OPM).

Through its flexible, embedded, and demand-driven model, E4H supports the government to achieve a resilient health system that is prepared for health emergencies, responsive to the latest evidence, and delivers equitable, quality, and efficient healthcare services. Specifically, E4H delivers TA across three outputs:

Output 1: Strengthened integrated health security, with a focus on preparing and responding to health emergencies, including pandemics.

Output 2: Strengthened evidence-based decision-making to drive health sector performance and accountability.

Output 3: Improved implementation of Universal Health Coverage, with a focus on ending preventable deaths.

Position Summary

The Finance assistant will support the programme in financial management, monitoring, and reporting for E4H. The position will be responsive for managing the day-to-day financial affairs of the Project.

Responsibilities

  • Collection and verification of Invoices and Supporting Documents:
  • Review and verify all invoices and supporting documents for accuracy and completeness before processing.
  • Accurately post financial transactions into the accounting software in a timely manner.
  • Prepare payment, receipt, and journal vouchers ensuring proper coding and authorization.
  • Prepare FV as reporting schedules and ensuring all entries are reconciled and supported by appropriate documentation and reported with correct codes.
  • Ensure appropriate tax deductions are made in accordance with applicable tax laws and regulations.
  • Maintain organized and up-to-date chronological filling of all financial records and related supporting documents.
  • Assist the Finance Manager in preparing invoice narratives and compiling Means of Verification (MOVs) for FCDO.
  • Review staff timesheets for accuracy, completeness, and compliance with internal policies.
  • Provide ad hoc support during audits, donor reviews, and internal evaluations.
  • Perform any other tasks assigned by the supervisor.

Key Competencies Required

  • Bachelor’s degree in finance, accounting, or related field.
  • Minimum 5 years of relevant experience in finance or accounting.
  • Familiarity with QuickBooks accounting software and MS Office.
  • Understanding of tax laws and reporting, along with donor compliance requirements.

Reporting/Supervision

The position will function under the direct supervision of the Finance Manager.
