1. Purpose of the Position

The Community Mobilization Officer / Field Officer – Hygiene will play a key role in engaging communities, promoting safe hygiene practices, and mobilizing beneficiaries to actively participate in WASH project activities. The position focuses on hygiene promotion campaigns, community sensitization, and behavior change communication to ensure the effective use of installed WASH facilities, including gravity-fed water supply schemes, community toilets, and school WASH facilities. The role supports the Project Manager – WASH in achieving project objectives through strong community engagement and coordination.

2. Key Responsibilities

A. Community Mobilization & Engagement

  • Conduct community meetings, focus group discussions, and participatory assessments to raise awareness about WASH activities.
  • Establish and strengthen Community WASH Committees to ensure ownership, sustainability, and proper maintenance of water and sanitation facilities.
  • Facilitate active participation of women, men, youth, elderly, and persons with disabilities in project planning and decision-making.
  • Build trust and maintain positive relationships between the organization and local communities.

B. Hygiene Promotion & Behavior Change

  • Design and implement hygiene promotion campaigns focused on handwashing, safe drinking water, food hygiene, menstrual hygiene management (MHM), and proper sanitation practices.
  • Use participatory tools such as PHAST, CHAST, CLTS, and community-based education methods to encourage behavior change.
  • Facilitate school hygiene education sessions and support the formation of School WASH Clubs to improve hygiene practices among children.
  • Distribute hygiene kits and provide proper orientation on their use.

C. Coordination & Collaboration

  • Work closely with WASH Engineers to ensure the effective use of constructed facilities, including gravity-fed water schemes, community toilets, and school WASH blocks.
  • Coordinate with local leaders, teachers, health workers, and religious influencers to strengthen community acceptance and sustainability of WASH interventions.
  • Liaise with local authorities and relevant government departments to ensure alignment with district WASH priorities.

D. Monitoring, Reporting & Accountability

  • Conduct household visits, spot checks, and field monitoring to assess changes in hygiene behavior and facility utilization.
  • Document community feedback, complaints, and suggestions and share them with the Project Manager for timely action.
  • Maintain records of hygiene sessions, training activities, and community meetings.
  • Prepare concise weekly and monthly progress reports for internal review and donor reporting.

E. Capacity Building

  • Train community volunteers, WASH committee members, and school hygiene champions on safe hygiene practices and facility maintenance.
  • Support skill-building of community members to ensure long-term sustainability and ownership of WASH interventions.

3. Required Qualifications & Experience

Education

  • Bachelor’s degree in Social Sciences, Public Health, Community Development, Environmental Sciences, or a related field.
  • Diploma or certification in Community Mobilization, Hygiene Promotion, or WASH is an added advantage.

Experience

  • Minimum 2–4 years of relevant experience working in WASH projects with NGOs, INGOs, or donor-funded programs.
  • Proven experience in community mobilization, hygiene promotion, and participatory communication methods.
  • Hands-on experience in school hygiene programs, community toilet campaigns, and behavior change communication strategies.
  • Familiarity with Sphere Standards, WASH Cluster guidelines, and PHAST/CLTS/CHAST methodologies.
  • Experience working in rural KP contexts and understanding local cultural dynamics, particularly in Shangla, is preferred.

Skills & Competencies

  • Strong facilitation, communication, and interpersonal skills for working with diverse community groups.
  • Knowledge of behavior change communication approaches for hygiene promotion.
  • Ability to prepare reports, document success stories, and record community data effectively.
  • Fluency in Pashto is highly desirable, with working proficiency in Urdu and basic English.
  • Sensitivity to gender, cultural norms, and social inclusion.

4. Key Working Relationships

  • Internal: Project Manager – WASH, WASH Engineers, Field Officers, MEAL Team, and Logistics/Procurement Units.
  • External: Community Leaders, Local Authorities, School Management Committees, Teachers, Health Workers, and WASH Cluster Partners.

5. Safeguarding & Accountability

  • Ensure compliance with child protection, gender equality, and safeguarding policies in all project activities.
  • Promote accountability to affected populations by ensuring communities are informed about project objectives, selection criteria, and available feedback mechanisms.
  • Ensure inclusion of marginalized groups, female-headed households, and persons with disabilities in WASH planning and delivery.
