Position Objectives:
The Climate Advocacy & Coordination for Resilient Action (CACRA) project aims at contributing to building and strengthening the institutional, technical and operational capacities, structures and strategies of the Pakistan Red Crescent Society (PRCS) in climate-smart disaster risk management (DRM) programming. The project aims at increasing PRCS collaboration with key national and local stakeholders (government, CSOs/NGOs and academia) in the field of DRM, climate change adaptation and ecological management restoration (EMR) and make use of strategic partnerships to enhance community-based outreach, awareness raising and ultimately strengthen community resilience.
Position Purpose:
The position assists DD CACRA PRCS in planning, implementing, and reporting of the project activities, and carrying out all PMER related tasks of GRC projects.
Project Management:

Support Deputy Director Climate Change Adaptation in planning, implementing, and reporting of project activities.

Assist in activity planning and provide technical advice on exchange and coordination mechanisms to strengthen community resilience vis-à-vis climate change effects and natural disasters.

Assist in drafting Terms of Reference (ToR) to specify needed project services – in collaboration with the project team.

Convene project review meetings, track progress, and share minutes with relevant members.

Organise and conduct relevant advocacy & training events with stakeholders across Pakistan.

To facilitate comprehensive stakeholder mapping analysis on national and provincial levels and update that dataset regularly.

Train PRCS staff and volunteers if required.

Any other task assigned by the line Manager.
Coordination
-
Coordinate with Deputy Director-Climate Change Adaptation in the development of PRCS standard documents related to CCA in DRM.
-
Coordinate PRCS and partner field teams in ensuring climate-smart mainstreaming as part of project implementation (activity delivery, e.g. enhanced Vulnerability Capacity Assessment).

Coordinate with relevant stakeholders to showcase Climate Advocacy and Coordination interventions at all levels.

Provide substantive support to consultative meetings, conferences, etc., including proposing agenda topics, identifying participants, preparing documents and presentations, etc.

Coordinate with external stakeholders and movement partners, including PRCS departments, for project activities and representation.
PMER (Planning, Monitoring, Evaluation & Reporting)

Ensure adequate project documentation, archiving the best practices, and regular narrative reporting according to agreed deadlines.

With support of provincial leads, ensure that relevant data (people reached, beneficiary feedback/opinion, stories, photos etc.) is gathered promptly and stored properly.

Coordinate with PRCS PMER unit as well as GRC PMER unit for planning PMER-related tasks, data sharing, and reporting.

Provide technical guidance to teams associated with GRC projects on data management, analysis, and reporting.

Ensure that all team members are familiar with the project’s Logframes and reporting requirements.

Ensure that Means of Verification (MoVs) against all indicators are documented, accessible to all, and managed properly.

Assist DD- Climate Change Adaptation in the development of research-based reports and articles as inputs to publications, press releases etc.

Organize peer-to-peer learning events with the CACRA team as well as other PRCS employees for sharing learning and best practices.

Master’s /16 years of education in environmental sciences, disaster management, Social Science, international development studies or relevant field. (Required)

Minimum 5 years of experience working with Humanitarian sector including NGO/INGO/UN in the field of Climate Change and experience with community resilience building processes. (Required)

Experience in Monitoring and Evaluation along with project management (Desired)
-
Proven experience in mainstreaming/integrating climate change adaptation into humanitarian response planning, DRM/DRR projects and operations. (Desired)

Proven experience of working closely with Government of Pakistan entities, I/NGOs, CSOs, their coordination networks and platforms, and in forming evidence-based partnerships with relevant stakeholders. (Required)

Knowledge of and experience with organisational development processes would be an asset. (Desired)

Demonstrable experience with urban DRR/urban humanitarian action is considered an added advantage. (Desired)

Strong English writing, presentation and negotiation skills. (Required)
