Project Background

SSDO is implementing a district-level initiative in Punjab to promote women empowerment, inclusive governance, and political participation. The project focuses on strengthening women’s leadership capacities, engaging male allies, and fostering community-driven action for social and civic development. Through trainings, mentorship, and advocacy, it seeks to build sustainable networks of empowered local leaders.

Position Summary

The Program Officer will serve as the focal person at the district level (Sialkot/Hafizabad), ensuring smooth execution of project activities. The role requires strong project management, training facilitation, community mobilization, and reporting skills, with a commitment to women empowerment, political inclusion, and inclusive governance.

Key Responsibilities

  1. Project Implementation & Coordination

  • Manage day-to-day implementation of project activities at district level.

  • Coordinate with government authorities, civil society organizations, community leaders, and influencers.

  • Organize and facilitate mapping studies, community trainings, workshops, and coordination committee meetings.

  • Mobilize and engage women leaders and male allies for program activities.


  1. Capacity Building & Training

  • Facilitate leadership, advocacy, and governance trainings for women and community participants.

  • Support mentorship and coaching of women leaders to strengthen their confidence and skills.

  1. Community Engagement & Social Mobilization

  • Conduct field mobilization drives, awareness campaigns, and inclusive participant selection processes.

  • Build linkages with CSOs, professional associations, and grassroots networks.

  • Promote women’s civic and political participation in local governance processes.

  1. Monitoring, Reporting & Documentation

  • Collect field data, prepare reports, and document success stories and lessons learned.

  • Maintain accurate records of beneficiaries, trainings, and community-led initiatives.

  • Support monitoring and evaluation activities.

  1. Safeguarding & Compliance

  • Ensure strict adherence to SSDO’s safeguarding, Do No Harm, Duty of Care, and gender protection policies.

  • Uphold principles of transparency, inclusiveness, and accountability in all activities.

Qualifications & Experience

  • Bachelor’s/Master’s degree in Social Sciences, Development Studies, Gender Studies, Political Science, Public Administration, or related field.

  • Minimum 3–5 years of experience in project management, community mobilization, training facilitation, and field implementation (preferably with NGOs/INGOs).

  • Demonstrated experience in women empowerment, political inclusion, governance, or civic participation projects.

  • Strong facilitation, training, and social mobilization skills.

  • Excellent communication and networking abilities in Urdu, Punjabi, and English.

  • Proficiency in MS Office, data collection tools, and online platforms.

  • Ability to manage multiple priorities independently under tight deadlines.

Contract & Benefits

  • This is a project-based position (2 Male & 2 Female) for district-level implementation.
