Purpose:
The Senior Security Officer (SSO), reporting to the Executive Director, will lead USEFP’s security operations to protect its people, property, and assets. The role includes designing and implementing security strategies, systems, and policies; conducting risk assessments; managing security staff; and coordinating with law enforcement agencies.
Person Specification:
The incumbent must have strategic thinking, strong planning and organizational skills, and proven leadership. The candidate will have solid security management experience, preferably in an international development organization, be proactive, and able to perform effectively under pressure.
Key Responsibilities:
Leadership, Training and Team Management – 25%

Develop and implement security strategies, policies, SOPs, and emergency protocols.

Lead security projects and initiatives; supervise and mentor security personnel.

Build a culture of security awareness; design & conduct regular staff training and ensure clarity of roles in emergencies.
Security Operations and Management – 20%

Design, establish, and oversee office security systems (CCTV, access control, alarms, perimeter security).

Manage operation, maintenance, and upgrades of systems including firefighting, smoke detection, intrusion alarms, under-vehicle inspection, and building management systems.
Risk Management – 15%

Conduct risk assessments, audits, and inspections; plan and implement mitigation strategies.

Develop, test, and evaluate emergency response plans.

Investigate incidents, implement preventive measures and maintain accurate risk and incident records.
Coordination – 15%

Serve as focal point with law enforcement, local authorities, and civil administration for security coordination.

Integrate security requirements into organizational projects and operations.

Manage security arrangements for special events, travel, and high-profile visits.

Oversee background checks and staff clearances.
Procurement, Budget and Contracts – 15%

Lead procurement, installation, and commissioning of security infrastructure.

Select and manage vendors/contractors; establish and monitor SLAs.

Develop and oversee the security budget; track and report expenses.
Reporting and Compliance – 10%

Prepare and present security reports to management; follow up on actions.

Ensure compliance with relevant laws and best practices.

Stay updated on security trends and recommend enhancements.

Share timely security alerts and safety recommendations with staff.
Required Technical Knowledge & Skills:

Strong knowledge of security strategies, risk assessment, and operational management.

Proven experience managing security operations, staff, procurement, and contracts in international organizations.

Ability to design and deliver security training programs.

Up-to-date knowledge of security technologies, incident management tools, and systems (CCTV, access control, alarms, firefighting, smoke detection, intrusion, under-vehicle inspection, building management).

Experience and Education:

Minimum 5 years’ proven security management experience, preferably with an international organization.

Bachelor’s degree required; Master’s preferred. Degree in Security Management or related field is an advantage.
Professional Certifications (Highly Desirable):

Relevant Diploma or recognized certifications such as CPP, PSP, PCI, CSM, CPO, or equivalent.

UNDSS SSAFE/HEAT or similar field security training is an asset.
