Request for Proposal (RFP) - School-Based Disaster Risk Management: Capacity Building of School Children and Staff.
1. Background:
Disasters, both natural and human-induced, significantly affect vulnerable communities. Strengthening local capacities to prepare for, mitigate, respond to, and recover from disasters is crucial for building resilience. This initiative is part of the 'Restoring Social Services and Climate Resilience' project, funded by the Pakistan Poverty Alleviation Fund (PPAF).
The project aims to restore basic social services, enhance climate resilience, improve food security through climate-resilient livelihoods, and build local capacity for climate-resilient planning. It targets 21 villages across UC Bijora and UC Garrho in District Thatta, benefiting 50,000 community members. The intervention includes primary and secondary schools, including private schools in the targeted areas.
2. Objective:
The objective of this initiative is to:
- Build the capacity of school children and staff on disaster risk management (DRM).
- Develop school safety plans tailored to local risks.
- Conduct mock drills to prepare schools for emergencies.
- Promote environmental awareness and resilience through school-based environmental clubs and plantation events.
- Develop school safety plans

3. Target Audience:
- Primary and secondary school students.
- School teachers and staff.
4. Scope of Work:
The training sessions will cover the following key topics:
- Understanding disaster types (natural and human-induced)
- Risk identification and reduction measures
- Emergency response and evacuation procedures
- First aid basics
- Fire safety and earthquake drills
- Development of school safety plans
- Formation and facilitation of school environmental clubs
- Plantation events promoting environmental sustainability
5. Training Targets:
- 2 two-day training sessions for teachers from government schools in targeted UCs
- 42 schools sessions
6. Deliverables:
- Training module (customized for primary and secondary levels)
- 44 School-specific safety plans developed
- Final report covering training outcomes, participant feedback, and recommendations
- Development of school based DRR clubs
7. Trainer Requirements:
- Minimum 5 years’ experience in DRM training and community mobilization
- Proven track record in working with schools and children
- Familiarity with local languages and cultural context in Thatta
- Strong reporting and documentation skills
8. Timeframe:
- April 1st to June 30th, 2025
9. Budget: The budget should cover:
- Trainer fees 46 Days of Training
- Reporting costs
10. Monitoring and Evaluation:
- Pre- and post-assessment to measure knowledge gain
- Observation and feedback from participants
- Trainer evaluation form
- Final report with recommendations for future capacity-building initiatives
- Periodic check-ins with communities to assess long-term knowledge retention
11. Coordination and Reporting:
The trainers will coordinate closely with the project management team and local representatives to ensure smooth implementation. A detailed training report will be submitted within one week after each event.
12. Ethical Considerations:
- Ensure safety, dignity, and inclusion of all participants
- Respect local culture, traditions, and languages
- Promote gender equality and the participation of marginalized groups
- Ensure informed consent for data collection and photos
