Position Objective: The Logistics Officer has responsibility for the management of logistics systems and activities, for the capital office and support to bases in Pak-Mission. The post holder is responsible for starting up the logistics operations, managing logistics activities, Procurement, International shipments, custom clearance, annual agreements, order processing, supplier data management, warehouse management, facilitate audits and ensuring effective and accountable logistics support to ACF programs in the country of operation.
Relevant Experience: Master's Degree in Logistics, Business, Engineering or other related field, Minimum 03 years OR Bachelor's degree in Logistics, Business, Engineering or other related field with minimum 05 years
Job Description:
Mission 1: Contribute to the definition of mission strategy
The logistics Officer is responsible for:
- Support Logistics Manager, and Pak-mission team at Capital/bases
- Preparing logistics data, tracking sheets/PFU/Supply Plan to update team on regular basis
- Support LM/HOD Log, in producing high quality and timely logistics contributions to "proposals" and reports for funding agencies
- Representation at all relevant levels and establishing networks/clusters for strong coordination and sharing of information
Mission 2: Coordinate logistics at Capital level
The Logistics Officer is responsible for:
- Adhere ACF logistics regulations across Pak-Mission, and ensuring compliance with them
- Support on logistical activities at capital/bases
- ensuring that logistical commitments made to funding agencies are respected and implemented at timely manners
- Support in producing quality & timely reports related to logistics for different donors/HQ/Mission
- Ensure safety standards including electrical standards are maintained at all bases across Emergency Program working areas.
Mission 3: Collaborate with team and coordination office in the management of international procurement/ transport
The Logistics Officer is responsible for:
- Ensure local, national and international procurement practices are compliant with ACF and donor regulations, strong coordination with all relevant stake holders
- Ensure international and national transportation of freight by land, sea and air is in line with program budgets and timely delivery of supplies to Program/Projects
- Coordination with line departments for timely clearance of consignments, shipment to storage areas, securing exemptions, aligning documentation with ACF required levels.
Mission 4: Warehouse Management:
The Logistics Officer is responsible for:
- Ensure all warehouses and premises are maintained in accordance with ACF set standards, and ensure that stock management and administration systems are implemented
- Monitor projects stock levels and update staff for replenishment to meet project demands.
- Ensure facilities and compound management across all sites; ensuring that adequate security measures, asset maintenance, power and water supplies are carried out. Also ensure facilities and compounds condition are in line with health and safety standards of ACF, and ensure timely rectification of problems/issues
- Production of relevant reports, ensuring accuracy and compliance with ACF set policies
Mission 5: Procurements
The Logistics Officer is responsible for:
- Ensure all procurements national/international are in line with ACF/Donor set standards and time lines
- Ensure transparency are captured to have an green audit results
- Participate in weekly meetings with the logistics team to ensure priorities are met
- Liaise on a daily basis with the Logistics Manager or Coordinator to ensure there is a good understanding of each other’s activities and priorities
- Have a global overview of procurement follow up (PFU) of items, orders, backorders closed orders and stocks in an equal manner
- Be the focal person on any questions linked to international procurement coming from other departments (Nutrition or logistics)
- Ensure the proper use of all Action Against Hunger standard tools for the implementation of the procurement chain.
- Ensure all Long term agreements/contracts (FWA) are prepared on timely basis and renewed within set time frames
- Ensure all records related to procurements are uploaded on Link & NHF as per set standards of Link & Kit log of ACF.
- Coordinate with program for timely procurements, by conducting direct meetings, sharing PFUs, and supply chain to expedite the processes within agreed time frames
Mission 6: Periodic Reporting:
The Logistics Officer is responsible for:
- Ensure the preparation of weekly, monthly, and end of project reports as per set guidelines and time frames
- Ensure submission of Procurement Follow up tracker on monthly basis to logistics manager.
- Check PFU (Procurement Follow up) and identify missing information’s.
- Keep contract trackers up to date.
Mission 7: Support to Logistics Teams
The Logistics Officer is responsible for:
- Assist the logistics manager to keep close contact with suppliers to confirm reception, ask for information, follow-up on back orders, price changes and update on the price lists in PFU or LINK.
- Be able to understand the functioning of fly logistician and logistics assistant within the logistics department in order to provide back-up whenever necessary
Mission 8: Supplier/Vendor Management
The Logistics Officer is responsible for:
- Ensure that supplier database is maintained at capital level, and update on regular basis, identification of demand markets and assist team for expansion of supplier data as and when required
- Conduct market visits to capture market trends, availability of commodities
- Conduct supplier performance on annual basis in support of log manager/HOD.
- Identification of potential risks associated with suppliers and markets, flag up immediate reports in case of any conflict of interests or disputes.
Mission 7: ACFs gender equality, child protection sensitivity and Safeguarding policies
The Logistics Officer is responsible for:
- Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies
- Implement all work related activities with a gender, inclusion and child protection lens
- Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
