Hiring a consulting firm or an organization for developing, designing, and printing information, education, and communication (IEC) material on Violence Against Women-related issues under the Justice Sector Support Program.
1. Background
The Asia Foundation, in collaboration with partner organizations, is engaging the judicial system of Khyber Pakhtunkhwa, Punjab, and Sindh provinces to reduce Violence Against Women (VAW) through the Justice Sector Support Program. The program’s goal is to strengthen the capacity of Pakistan’s justice institutions to adequately process VAW cases while prioritizing the needs of victims and mobilizing community networks to reduce the incidence of VAW. Public awareness will also be increased to foster accountability around the impact of VAW on society and individual victims. The Foundation has partnered with the Islamic Research Institute at the International Islamic University Islamabad (IIUI), government departments, and community networks.
The objectives of the project include:
a)Strengthen the capacity of law enforcement, investigative officials, prosecutors, legal aid professionals, victim advocates, local ‘Jirga’ officials, and judicial officers to manage and prosecute VAW cases in Punjab province.
b)Strengthen cooperation and coordination between stakeholders to improve survivor-centric approaches in handling VAW cases; and
c)Foster accountability through increased awareness of the impact of VAW on society and the individual victim.
2. Purpose of the Assignment
This TOR seeks the services of an experienced consulting firm or organization to develop, design, and print Information, Education, and Communication (IEC) material for distribution in the selected districts of KP, Punjab, and Sindh under the Justice System Strengthening Program.
3. Key Outputs/deliverables

Designing four types of brochures and posters in Urdu and Sindhi languages and printing 230,400 (4 types, 57,600 each) IEC material to be disseminated in the project districts (300 brochures/posters x 4 types x 32 x 6 months) to create awareness around different issues related to VAW.

4. Scope of Work
-
The organization/consulting firm/individual will work closely with the Foundation’s team to conceptualize and finalize the content and design of the IEC material.

Design and create material in easy-to-understand Urdu that explains what VAW is, its various forms, different aspects, and how individuals from vulnerable groups can recognize and respond to it.

Designs should be visually engaging with infographics that highlight key statistics, facts, and information about VAW.

Create content that provides step-by-step guidance on how to seek help, report incidents, and support survivors.

Share the draft IEC material with the Foundation’s team and consolidate feedback.

Finalize the content for IEC material, graphic designing, and final layout, and ensure high-quality printing of IEC material.

The organization/ consulting firm will properly follow the donor’s branding guidelines while designing the material.
5. Content and Target Audience
-
The IEC material produced will bear fundamental information on VAW and support mechanisms to handle VAW cases in Pakistan.

The audience will be the public (primarily vulnerable groups) and other relevant stakeholders.
6. Eligibility Criteria
-
Minimum of 5 years of professional experience in developing IEC material for different development sector organizations.

Well-proven and demonstrated capacity in the production of communication material such as posters, brochures, etc.

Proven ability to produce creative and highly engaging products in a timely manner.

Proficiency in the use of different languages in communication material, particularly Sindhi and Urdu.
7. Award of Grant/Contract
The contract would be signed with the selected organization for up to one month. A task order would be issued as needed.
8. Responsibilities of the Foundation
The Foundation will monitor and supervise the work, review its progress, provide regular technical support and feedback, and provide technical support where possible.
9. Intellectual Property
All information pertaining to this project (IEC material, etc.) belonging to the client, which the service provider may come into contact with during the performance of his/her duties under this partnership, shall remain the property of The Asia Foundation-Pakistan, who shall have exclusive rights over their use. Except for this assignment's purposes, the information shall not be disclosed to the public nor used in whatever form without the Foundation's written permission.
10. Payment Modality
The payment on the awarded grant/contract will be made in Pakistani Rupees (PKR) against the deliverables and on submission of the report as per the Foundation’s financial rules and payment conditions stipulated in the grant/contract.
11. Quotation Submission and Selection Process
The Foundation invites technical and financial proposals from qualified consultancy firms/organizations/individuals with relevant experience delivering similar services as mentioned in this TOR. Only a technically responsive and financially viable consultancy firm/organization will be selected following the Foundation’s procurement rules/procedure.
Proposal Submission Procedure and Deadline:
Proposals shall be reached at the above office on or before COB September 5, 2025. The proposer must submit the Technical and Financial Proposals in separate sealed envelopes mentioning "Technical Proposal" and "Financial Proposal" on the top of the respective envelopes. Then a big envelope shall be used to cover both proposals, mentioning "Proposal to develop, design, and print IEC material under Justice System Strengthening Program" on the top of the big, sealed envelope. Unsealed Proposals and proposals received after the deadline would be grounds for rejection.
