Job Summary

This position will work in direct supervision of MEAL Manager. MEAL (Monitoring, Evaluation, Accountability, and Learning) Officer will be responsible for overseeing and implementing MEAL systems at the field level, supporting programs and operations departments in monitoring, evaluating, and learning from projects. He/she also manage data collection, analysis, and reporting, and contribute to program design and improvement. 

MEAL Coordinator provides hands-on support and leads on specific MEAL activities. This includes designing and implementing a robust MEAL system in line with Care standards and procedures, Accountability and Learning Plans, conducting and supporting data collection, designing program monitoring tools, ensuring effective monitoring of program outputs and outcomes. The position also supports effective accountability systems, including beneficiary complaints and response systems; and will contribute to program and organizational learning processes.

Job Responsibilities and Tasks

1- Data Collection & Management (25% of the time)

  • With the technical support of the MEAL Manager, develop data management systems, tools, and processes for data collection that meet CARE Pakistan requirements.
  • Design/recommend appropriate databases for record keeping of various programs activities
  • Make sure each of the project indicators has relevant assessment and data collection tools with relevant databases. The SADD (Sex, Age, Disability Disaggregated) principle is followed for all data collected.

2- Monitoring & Reporting (25% of the time)

  • To implement a functional MEAL system at field level. 
  • Conduct Field Monitoring visits to the program activities & sites.
  • Collect monitoring, evaluation, research and learning data on project activities and learning initiatives

3- Accountability (25% of the time)

  • Maintain regular contact with beneficiaries, community leaders, govt representatives and other NGOs, inviting them to participate in monitoring and assessment processes and sharing the results with them
  • Inform target beneficiaries of their rights, the intended results and impact of the project, the monitoring and evaluation processes, and the feedback and complaints Mechanism of Care International.
  • Provide feedback and complaints to hotline officer for recording

4- Learning (20% of the time)

  • Assist the project team and partners in documenting lessons learnt
  • Support the implementation of reviews and learning events at project locations, as needed
  • To maintain learning tracker of the project

5- Other responsibilities as assigned (5% of time)

  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.

A) Qualifications (Know How)

Required

Minimum Bachelor’s degree in Social Sciences with Diploma/Certificate in IT (MS Office)

B) Experience/ Technical Skills

Required

  • A minimum of 6 years of relevant (MEAL) experience with national/ international NGOs is required for this position.
  • Skill and experience of managing & analyzing databases related to social sector
  • Language proficiency in written and spoken English, knowledge of local languages would be desirable.
