Job Purpose:
The Liaison Officer will act as the primary interface between the NGO and government authorities, security forces, local communities, and other stakeholders to ensure smooth implementation of emergency flood response activities. The role is critical for obtaining necessary approvals, maintaining compliance, and facilitating access to affected areas.
Key Responsibilities:
1. Government Coordination & Compliance
- Secure all required No Objection Certificates (NOCs), MoUs, and approvals from relevant authorities
- Liaise with local government departments, security forces (police, military), and disaster management authorities to ensure project alignment with regulations.
- Represent the organization in government meetings, cluster coordination forums, and inter-agency discussions.
2. Access & Security Facilitation
- Monitor the security and political situation in project areas and provide regular updates to the management.
- Coordinate with local authorities to ensure safe movement of staff, supplies, and equipment in flood-affected/remote areas.
- Facilitate clearance for humanitarian cargo (if applicable) and resolve any access issues.
3. Stakeholder Engagement & Community Relations
- Build and maintain strong relationships with community leaders, local elders, and influencers to ensure acceptance of NGO activities.
- Address any community grievances or misunderstandings related to project implementation.
- Support field teams in beneficiary identification and verification in collaboration with local stakeholders.
4. Documentation & Reporting
- Maintain records of all official correspondence, permits, and approvals.
- Prepare and submit weekly/monthly liaison reports highlighting challenges, progress, and recommendations.
- Ensure compliance with NGO policies, donor requirements, and government regulations.
5. Emergency Response Support
- Assist in rapid needs assessments and coordination with other humanitarian actors.
- Support in organizing distribution campaigns, medical camps, or WASH activities by ensuring necessary permissions are in place.
Qualifications & Experience:
- Education: Bachelor’s degree in Social Sciences, International Relations, Public Administration, or related field.
- Experience:
- Minimum 3 years in a liaison, government relations, or coordination role, preferably with an NGO/INGO in emergency contexts.
- Proven experience in securing NOCs, MoUs, and government approvals in KP/FATA regions.
- Skills & Competencies:
- Fluency in English, Urdu, and Pashto (written and spoken).
- Strong negotiation, networking, and diplomatic skills.
- Ability to work under pressure in complex and insecure environments.
- Knowledge of KP’s administrative and security landscape.
- Preferred:
- Experience in flood/emergency response projects.
- Existing relationships with KP government officials and security forces.
Working Conditions:
- Extensive travel to flood-affected districts in KP.
- May require flexible working hours, including evenings/weekends during emergencies.
