Job Summary

CARE seeks a Grants Specialist to support budget funded by the multi-donors. The Grant Specialist will be responsible for managing a portfolio of grants to be allocated during the period of the fund management

The Grant Specialist will play a critical role in ensuring timely and accurate grant reporting, tracking grant spending, developing spending plans, and managing internal disbursement of grant funding to awardees. The role will also provide key support to the Director- Program Support and work closely with the Assistant Country Director, Program and Team Lead for programmatic and budgetary monitoring, compliance with donor and internal CARE rules and regulations and other key functions as required.

Job Responsibilities and Tasks: 

1- Donor Compliance: (55% of time)

- Ensure Country Office compliance with donor regulations and CARE's accounting policy considering currency fluctuation based on the update exchange rates when doing budgets.
- Take lead in uploading project budget in PeopleSoft for smooth operation of project activities and accurate recording in the system.
- Prepare and submit high-quality grant proposals that meet all requirements and deadlines.
- Develop and manage budgets for grant-funded projects.
- Monitor and ensure compliance with all grant requirements and guidelines.
- Review financial reports from all partners and ensure its timely and accurate recording in the PeopleSoft on monthly basis.
- Generate budget vs actual reports, identify errors in any and make timely corrections.
- Ensure recording of all expenses in respective activity IDs.
- Preparation of monthly/quarterly forecasts in coordination with respective project managers and help in keeping track of spending in line to these plans through variances/budget vs actual reports on monthly bases.
- Manage financial procedures and payments to implementing partners (where applicable).
- Ensure accurate and timely monthly (re)forecasting is in place, by running regular reports in FGMS on actuals, monitoring outstanding purchase orders, reviewing commitments, analysing and commenting on reasons for variances to plan and recommending corrective actions.

2- Partnership Financial Management: (30% of time)

- Monthly field visits to partner sites to do liquidations according to CARE and donor policies.
- Conduct due diligence of partners as and when required.
- Develop partner's capacity building plan and ensure relevant trainings are conducted for partners.
- Develop risk registers and update with Team Lead and partners staff on monthly basis and proactive work on risk management.
- Preparation of monthly budget vs actual report at project level and organize its review along with SMT and respective team members to ensure spending remains inline to the original targets.
- Perform regular analysis to confirm the financial progress and funding situation of projects.
- Preparation of financial report for various government and nongovernmental entities in respect to both contractual and legal requirements.
- Compile the CO donor reporting schedule for the project through reviewing donor agreement/IPIA and updating the donor reporting database regularly.
- Work with Finance and Program teams to ensure quality and timeliness of all donor report submission and remind for timeline and necessary follow up.

3- Financial Management: (10% of time)

- Ensures that workflows are developed and implemented adequately.
- Budget holders and other users are trained properly in their roles.
- Ensures policies, procedures, user manuals and other quick reference guides are available to CO staff and disseminated.
- Ensures the maintenance and management of PeopleSoft chart fields (e.g. fund code and project ID requests, activity ID, category ID, etc.) and other tables (vendor files, cost allocation tables, users table, etc.) are performed timely and satisfactorily.
- Investigate any system issues experienced by users, document and escalate to SSC appropriately.
- Archive all the donor reports in individual grant files and update regularly.
- Track the match fund for accurate charging and report to donor.
- Ensure transactions are recorded accurately for the match fund.

4- Other responsibilities as assigned: (05% of time)

  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.

 A) Qualifications (Know How)

- Bachelors degree in Accounting/ Finance or ACCA and/or related field. 

- Masters in Accounting/ Finance or CA course along with additional certifications related to financial Management will be preferred

B) Experience/ Technical Skills 

- Minimum 7-10 year relevant professional experience in finance/grants.
- Experience in large developing programs in a humanitarian / development setting.
- Experience of working with international donors such as; ECHO, FCDO, EU, UN, US Awards.
- Experience of performing financial analysis and producing expenditure reports that supports effective decision making.
