Organization Scope and Context :

Under the overall supervision the Senior Programme Coordinator (Emergency and Post-Crisis (EPC) and the Programme Manager (Community Resilience, Livelihoods and Recovery), and under the direct supervision of Climate Resilience Field Team Lead, the incumbent will support the implementation and monitoring of IOM’s community assistance projects (CAPs) and assist with other field activities in line with IOM’s and donors’ rules and regulations .

Responsibilities and Accountabilities :

  •    Support the identification of infrastructure gaps in targeted communities by assisting in needs assessments and planning meetings with stakeholders. Assist in communicating community inputs to relevant parties for further review.
  •  Participate in joint field visits to assist in collecting field information and supporting need assessments under the supervisor’s guidance.
  •  Compile information related to the scope of civil works, minor upgrades, infrastructure, and solarization activities in coordination with IPs, and support their planning and implementation.
  •  Assist IPs by collecting data and supporting documentation needed for rehabilitation plans, including draft BoQs and timelines, under the technical supervision of the Climate Resilience Field Team Lead
  • Participate in field visits to support the monitoring of CAPs and report observations to the Climate Resilience Field Team Lead for appropriate follow-up.
  • Assist with field-level communication and coordination with IPs and end users and promptly escalate any issues to the supervisor.
  •  Support the supervisor in maintaining records of IP activities and assist in tracking progress
  •   Monitor material deliveries and report discrepancies to relevant teams.
  •  Support communication among contractors, Implementing Partners, and stakeholders by relaying technical issues to the supervisor and support the coordination of follow-up actions.
  •  Support the collection and entry of project-related data such as FGDs, BoQs, inspection reports, and handover forms in the CRLR database.
  • Track attendance and reporting on daily worker progress in coordination with the supervisor.
  •  Contribute to the preparation of bi-weekly work plans and regularly update the project team on the status of activities per designated workload.
  •  Support the identification of technical capacity needs to build a training plan for the IP and target communities.
  •  Organize technical training sessions led by the Team Lead or technical experts to support capacity-building objectives
  • Assist in developing biweekly, monthly and quarterly work plans by contributing to the definition of clear objectives and delivery timelines.
  •  Undertaking duty travel as required.
  •   Performing other duties as assigned.

Required Qualifications and Experience

EDUCATION

  • High school diploma with six years of professional experience; or
  • Bachelor's degree in Civil Engineering or a related field from an accredited academic institution, with four years of relevant professional experience
  • Diploma of Associate Engineer (DAE) Civil from an accredited institution 

EXPERIENCE

  • Minimum 3 years of experience in relevant experience preferably for a UN agency or NGO;
  • Experience in financial reporting and analysis;
  • Experience in community engagement
  • Experience in Implementing Partner management
  • Experience in coordinating and communicating with diverse stakeholders and partners.

SKILLS

  • Ability to pay close attention to details and work with minimal supervision;
  • Excellent computer skills especially MS Office and ERP.
  • Excellent communication and negotiation skills, strong interpersonal skills;
  • Ability to work effectively and harmoniously within a team

 Languages

Required :

Fluency in English and Urdu is required (oral and written).

Desirable :

Working knowledge of provincial languages (especially Sindhi) is an advantage.
