Mainstreaming Disability Inclusion into TF’s Policies and Projects

Location:

1. Background

Taraqee Foundation (TF) is a non-profit development organization working in Balochistan since 1994 and committed to inclusive and sustainable development. In line with global human rights frameworks and national commitments, TF aims to ensure that its policies, programs, and practices are inclusive of persons with disabilities, particularly women and girls.

To achieve this, TF seeks to engage a qualified external consultant, preferably a representative from an Organization of Persons with Disabilities (OPD) to support the mainstreaming of disability inclusion across all institutional policies and project cycles.

2. Objectives of the Assignment

  • Review and assess TF’s current policies, project frameworks, and institutional practices from a disability inclusion lens.

  • Identify gaps, risks and barriers to participation for persons with disabilities in TF’s development initiatives.

  • Recommend practical and context-relevant tools and strategies to promote inclusive policy and program design.

  • Build internal capacity of TF staff on disability rights, inclusive approaches, and accessibility.

  • Lead a participatory process to revise at least three core institutional policies to embed disability-inclusive practices.

3. Scope of Work and Responsibilities

The consultant will:

  • Conduct a desk review of TF’s organizational policies, HR guidelines, and selected project documents.

  • Carry out interviews/focus group discussions with TF management, staff and selected beneficiaries (with and without disabilities).

  • Map existing disability inclusion practices and identify opportunities for improvement.

  • Provide a detailed gap analysis and recommended actions.

  • Support the development or revision of at least 3 core policies (e.g., HR Policy, Program Design Guidelines, Safeguarding Policy) to integrate disability inclusion.

  • Prepare a disability inclusion checklist/toolkit for program design and implementation.

  • Conducting one capacity-building session for TF staff on disability rights, accessibility, and rights-based approaches.

  • Submit a final report with key findings, updated documents, and strategic recommendations.

4. Deliverables

  • Inception report with methodology and work plan

  • Gap analysis report on disability inclusion in policies/projects

  • Revised/updated policies reflecting inclusion (e.g., HR Policy, Program Design Guidelines, Safeguarding Policy)

  • Disability inclusion checklist/tool/toolkit

  • Training session and materials

  • Final comprehensive report (soft and hard copy)

5. Required Qualifications and Experience

  • Person with lived experience of disability or affiliated with a registered OPD.

  • Advanced degree in Disability Studies, Social Work, Development Studies or related field.

  • At least 5 years of relevant experience in disability rights, inclusive development, or policy reform.

  • Proven experience in policy analysis, institutional audits and capacity building.

  • Strong understanding of human rights instruments such as UNCRPD, SDGs and national disability policies.

  • Excellent facilitation, writing and communication skills.

  • Familiarity with the context of Balochistan and challenges of marginalized communities is preferred.


6. Support Provided by Taraqee Foundation

  • Access to relevant organizational documents and team members

  • Meeting arrangements and field visit facilitation

  • Workspace (if needed) and administrative support

  • Logistical arrangements for training/workshops

7. Application Process:

Interested consultants should submit hard and soft both:

•A technical proposal detailing their approach, methodology and timeline for the assignment.

•A financial proposal.

•A detailed CV highlighting relevant experience and at least two references.

•Samples of previous work related to policy review and mainstreaming disability inclusion into organizational policies.


8. Reporting and Supervision:

The consultant will report directly to the Program Manager and will work closely with the project team, community stakeholders and relevant partners.
