Job Purpose:
The Project Manager (PM) oversees the strategic planning, implementation, and monitoring of the BNP Programme across Lahore and Sahiwal Divisions. The PM ensures alignment with program objectives, donor requirements, and government policies, while managing staff, resources, and stakeholder relationships to achieve optimal outcomes for beneficiaries. The role involves coordination with relevant government departments, local authorities, NGOs, community representatives, and donors to facilitate smooth implementation, resolve challenges, and support programme expansion. The PM also represents ACT International at the provincial level in Punjab, participating in coordination forums and engaging with key stakeholders to strengthen the programme’s strategic positioning. Additionally, the PM ensures compliance with operational standards, reporting requirements, and promotes adaptive management to enhance overall effectiveness and sustainability.

2. KEY RESPONSIBILITIES:
Strategic Leadership & Project Management:
- Develop and execute project plans, budgets, and timelines for BNP implementation across 25 FCs.
- Conduct regular field visits to monitor progress, resolve challenges, and ensure compliance with program protocols.
- Oversee risk management, including mitigation strategies for operational bottlenecks.
Stakeholder Liaison & Coordination:
- Represent ACT International at the provincial level in Punjab, actively participating in coordination forums and engaging with key stakeholders to strengthen the programme’s strategic positioning.
- Serve as the primary liaison with relevant government departments (Health, NADRA, LG&CD, BISP), district administrations, and donors such as WFP to ensure alignment and collaboration.
- Participate in BNP Programme-related meetings, technical working groups, workshops, and donor review sessions on behalf of ACT International.
- Foster strategic partnerships with government and non-government actors to enhance programme outreach, coordination, and opportunities for resource mobilization.
Staff Management & Capacity Building:
- Supervise a team of 90+ staff, including FC Staff, Social Mobilizers (SMs), Community Resource Persons (CRPs) and Provincial team.
- Conduct training sessions to build staff capacity in program protocols, Android application usage, and reporting systems.
- Perform performance evaluations and provide mentorship to ensure team productivity.
Monitoring, Evaluation & Reporting:
- Ensure timely submission of accurate reports (daily, weekly, monthly) to donors and head office.
- Ensure that daily Reporting Dashboard using the Microsoft Form provided by WFP is updating by the relevant staff, ensuring 100% accuracy of data submissions.
- Develop donor presentations to showcase program impact, challenges, and financial utilization.
- Oversee data quality audits and compliance with M&E frameworks.
Compliance & Resource Management:
- Ensure adherence to WFP, BISP, and government guidelines in all program activities.
- Maintain accountability for program assets and financial expenditures.
Safeguarding & Gender Mainstreaming:
- Promote and institutionalize gender equality across all program operations, ensuring a respectful, inclusive, and non-discriminatory work environment.
- Address and eliminate gender-based biases or discrimination in service delivery and staff interactions.
- Enforce full compliance with the organization’s Protection from Sexual Exploitation and Abuse (PSEA) policy across all FCs, maintaining a zero-tolerance stance.
- Ensure beneficiaries are treated with dignity and respect, and that FC environments are safe, inclusive, and free from exploitation or abuse.
Additional Duties:

- Perform other tasks assigned by the supervisor.
