Consultant- Technical Expert (Energy Resource Assessment)
PROJECT BACKGROUND:
We are implementing a project, titled “Gilgit-Baltistan Local Area Development Programme (Diamer) Region,” in District Diamer. It focuses on enhancing ecosystem services and management, improving local livelihoods, and increasing climate resilience through community-based initiatives in Chilas and other areas of Diamer. The overall goal of the project is to contribute to poverty alleviation through climate-resilient sustainable development.
The key objectives of the project are:
- Developing bio-physical ecosystem management practices to supply ecosystem services.
- Developing governance capacity for ecosystem management, including climate sensitive gender mainstreaming.
- Developing economic instruments to promote desired ecosystem results.
- Promote renewable energy solutions for green growth and development.
The Expected Results (ERs) of the project are:
- Improved biophysical ecosystem management practices through provision of ecosystem services.
- Strengthened governance capacity for ecosystem management, with a focus on climate sensitive gender mainstreaming.
- Enhanced economic instruments effectively promote desired ecosystem outcomes.
- Increased access to renewable energy solution delivering environmental, economic, and social benefits.
Objective of the Consultancy
The primary objective of this consultancy is to conduct a comprehensive energy resource assessment focused on hydropower and solar energy potential in District Diamer. This includes the collection and analysis of hydrological and solar irradiance data, identification of feasible project sites, and preparation of detailed technical reports to inform long-term renewable energy planning in the region.
Scope of Work and Expected Outputs/Deliverables
Main Activities
- Hydropower Resource Assessment:
- Collect and analyze hydrological data including stream flow rates and seasonal variations.
- Identify feasible sites for micro and mini hydropower development.
- Evaluate technical potential and infrastructure accessibility.
- Collect solar irradiance data using secondary datasets and available satellite data.
- Produce high-resolution solar maps identifying priority locations for solar energy installations.
- Evaluate grid and off-grid solar potential in rural communities.
- Develop GIS-based maps identifying feasible locations for both hydropower and solar energy projects.
- Include overlays for infrastructure access, population density, and ecological sensitivity.
- Assess technical, environmental, and social viability of the proposed energy sites.
- Provide actionable recommendations to guide the development of renewable energy interventions.

Methodology
The consultant will adopt a scientific and participatory approach, incorporating both desk-based research and field assessments. The methodology will include:
- Field visits for primary data collection
- Use of hydrological and solar resource modeling tools
- GIS-based spatial analysis and mapping
- Review of existing reports and datasets from relevant authorities
- Stakeholder consultations to validate findings and incorporate local knowledge
Time Frame and Input
The consultancy will be completed over a period of 6 months.
Key Qualifications of Consultant
- Advanced degree in Renewable Energy, Environmental Science, Engineering, or related fields.
- Proven expertise in conducting hydrological studies, solar and wind resource mapping, and biomass assessments.
- Proficiency in GIS tools and resource modeling techniques.
- Excellent report-writing and data analysis skills.
- Experience working in renewable energy projects in similar regions is preferred.

Reporting of the Consultancy
The consultant will report directly to the Regional Coordinator and provide updates on progress at regular intervals. All deliverables will be reviewed and approved by the management.
