1. An Introduction
Doaba Foundation is a non-governmental and not-for-profit civil society organization. Doaba Foundation’s vision is “Disaster prone communities becoming self-reliant in pursuit of their common interests.” Doaba Foundation is implementing a project, “Anticipatory Actions for Prevention of Harmful Effects of Heatwave on Health in District Layyah”. The core objectives are to reduce health risks and death rates by adopting Anticipatory Actions during the project in the targeted areas of the district Layyah.
2. The Objective of the Assessment:

Conduct a comprehensive post-impact (early effects) assessment of the Heatwave anticipatory actions delivered under the project 2025 in District Layyah.

Assess the impact of anticipatory actions on vulnerable populations and groups, including outdoor workers and those with pre-existing health conditions, targeted and engaged.

Analyze and document the coordination and facilitation mechanism
-
Assess the effectiveness of anticipatory actions in reducing health risks and improving community resilience. Promote inclusive participation through engagement with persons with disabilities and marginalized groups.

Identify lessons learned to improve future anticipatory action strategies and enhance community resilience.

Arrange and deliver the post-impact assessment findings workshop with stakeholders aimed at learning sharing for effective anticipatory actions in future.
3. Scope of Work
The scope of work is for Layyah and associated roles in Multan, South Punjab. The key components includes desk review, meetings adopting appropriate tools and methods, direct observation by meeting beneficiaries and stakeholders. The final learning sharing workshop at Multan/Layyah to present findings to stakeholders and develop recommendations for future Heatwave Anticipatory Actions.
4. Deliverables
The consultant/firm will deliver the following:

Sharing of inception draft based on selection for Post-Impact Assessment Report –report contents include but not limited to;

Background and objectives of the project,
-
Methodology, data collection approaches and impact assessment criteria
-
Key findings and analysis
-
Challenges and lessons learned
-
Success stories and best practices
-
PowerPoint presentation to be shared during a stakeholder workshop
-
Drafts for review, and final report with printings (50 copies) and digitalized, e-copy.

Arrangement and facilitation of a workshop or meeting with stakeholders to present findings, gather feedback, and discuss future actions.

Who Can Apply?
Firms, companies, organizations, and humanitarian and development practitioners/consultants can apply by following criteria;

The lead involved person must have a Master’s degree in Rural Development, Development Studies, Community Development, Sociology, or a in a related field. If you are a company or firm, you must nominate the lead with the relevant criteria.

Firm / Consultant should have demonstrated understanding and experience of work on Anticipatory Actions in disaster risk financing, DRM, climate change, etc.

The firm /company or consultant having at least 3 years’ experience in the field of research and assessments, etc.

Proposals’ Evaluation Criteria:
The evaluation criteria are as below;

Financial Proposal______________ 40% marks
-
Quality of technical proposal______40% marks
-
Timeline, experience proofs/material: 20% marks
Note: Please propose a cost plan inclusive of all taxes

Timeline of the Assignment:
Consultants/firms are required to submit an RFQ / work plan/ work breakdown structure along with technical and financial proposals. The timeline to conduct the assignment would start from June 13th, 2025.
