Introduction: USAID/Pakistan Climate Smart Agriculture (CSA) activity is part of the U.S.-Pakistan "Green Alliance" framework, aimed at fostering bilateral cooperation to address climate, environmental, and economic challenges. This initiative focuses on building resilience within farming communities by promoting the adoption of climate-smart agricultural practices and technologies. By increasing agricultural productivity and incomes sustainably, the CSA activity aligns with USAID’s goals of inclusive economic growth, gender equity, and environmental stewardship. Activities will be implemented in a context-sensitive manner to promote increased agricultural productivity; higher resilience to climate change; and economic participation and greater incomes of socially marginalized groups, women, and girls at different stages of agricultural production and processing. In partnering with the private sector, civil society, and government stakeholders, Pakistan CSA aims to maximize the effectiveness and impact of investments. Targeted project interventions will be conducted in Punjab, Sindh, KP, and Baluchistan provinces. This project is implemented by The Kaizen Company on behalf of Tetra Tech. The CSA requires the services from eligible and responsible firms to provide health insurance services for its project staff. The purpose of this RFQ is to solicit quotations for these services.

Offerors are responsible for ensuring that their offers are received by the company in accordance with the instructions, terms, and conditions described in this RFQ.  Failure to adhere with instructions described in this RFQ may lead to disqualification of an offer from consideration.

Offer Deadline and Protocol: Offers must be received no later than September 18, 2024, local Islamabad time on 5:00 PM by hardcopy in an envelope labelled with RFQ-KZN-CSA-2024-0001: Hiring of Health Insurance Firm for CSA Staff at 3^rd Floor, Hotel De Palazzo, E11/3, MPCHS, Islamabad. Email responses will not be accepted. Please note that you are requested to submit two envelopes one labeled with Financial Proposal and other with Technical Proposal.

Please reference the RFQ number in any response to this RFQ. Offers received after the specified time and date will be considered late and will be considered only at the discretion of the company.

Questions: Questions regarding the technical or administrative requirements of this RFQ may be submitted no later than 3:00 PM local Islamabad time on September 13, 2024 by email to [email protected] with a subject line RFQ-KZN-CSA-2024-0001: Q&A: Hiring of Health Insurance Firm for . Questions must be submitted in writing; phone calls will not be accepted. Questions and requests for clarification—and the responses thereto—that the company believes may be of interest to other offerors will be circulated to all RFQ recipients who have indicated an interest in bidding.

Only the written answers issued by the company will be considered official and carry weight in the RFQ process and subsequent evaluation. Any verbal information received from employees of the company, or any other entity should not be considered as an official response to any questions regarding this RFQ.
