At AFH Pakistan, we are looking for a Project Officer – Field Implementation (Eye Health Care) to be based in Sukkur (Sindh). This is a project-based position, and the selected candidate will be hired specifically for the duration of the project. In return, you will receive a competitive salary, which will be negotiable based on your experience and qualifications. This position is subject to the confirmation of the funds.
Job Purpose
The Project Officer - Field Implementation (Eye Health Care) will support the effective implementation, monitoring, and coordination of AFH Pakistan’s integrated health programming in Sukkur (Sindh). The role will focus on programme development, field implementation, coordination, compliance, and quality assurance, while contributing to inclusive, multi-sectoral programming aligned with AFH’s strategic priorities.
Key Responsibilities:
1. Programme Development & Support (40%)
- Provide technical and operational support to the Programme Team in the design, planning, and development of inclusive health programmes, particularly in Eye Health Care.
- Support proposal development, concept notes, and donor reporting inputs.
- Facilitate Country Office (CO) monitoring and International Office deployment visits at the field level.
- Ensure that all programmes are inclusive, with particular attention to vulnerable groups (including women, children, people with Down syndrome, and persons with disabilities).
- Contribute to programme innovation by identifying gaps and opportunities in service delivery, especially in underserved communities.
2. Coordination & Liaison (20%)
- Serve as a focal point for coordination with the District Health Office (DHO), government departments, partners, and community leadership.
- Represent AFH Pakistan in district-level coordination forums, technical working groups, and sectoral meetings in Sindh.
- Facilitate stakeholder consultations, meetings, and workshops, ensuring alignment with programme objectives.
- Maintain strong working relationships with service providers, CSOs, academia, and local authorities.
3. Project Monitoring & Quality Assurance (20%)
- Lead regular monitoring of project activities, including:
- Beneficiary selection processes (criteria adherence & validation)
- Quality checks of service delivery
- Field monitoring visits and supervision
- Conduct beneficiary feedback mechanisms, including FGDs (Focus Group Discussions), surveys, and consultation exercises.
- Support data collection, validation, analysis, and representation for programme performance tracking.
- Ensure evidence-based decision-making through strong MEAL (Monitoring, Evaluation, Accountability & Learning) practices.
- Document lessons learned, best practices, and field insights for programme improvement.
4. Project Compliance & Reporting (10%)
- Ensure full compliance with AFH and donor guidelines, policies, and procedures.
- Lead preparation of weekly, monthly, and project-end reports, ensuring quality and timeliness.
- Support financial compliance by coordinating with the Finance Team for budget tracking and expenditure monitoring.
- Maintain proper documentation of all project activities, ensuring transparency and audit readiness.
5. Communications Support (10%)
- Support the Media & Communications Team in content compilation, particularly:
- Case studies and human-interest stories
- Beneficiary testimonials
- Activity highlights
- Facilitate documentation of project activities through photos, videos, and field updates.
- Ensure basic compliance with donor visibility and branding guidelines at the field level.
Qualifications & Experience
- Bachelor’s degree in Public Health, Social Sciences, Development Studies, or related field (Master’s preferred).
- Minimum 2–3 years’ experience in programme implementation in the humanitarian/development sector.
- Experience in health programming (preferably eye health/community health) is an advantage.
- Strong experience in programme development, monitoring, and coordination.
Skills & Competencies
- Strong programme design and project management skills
- Experience in MEAL systems, data analysis, and reporting
- Excellent coordination and stakeholder engagement abilities
- Strong documentation, report writing, and communication skills
- Ability to manage multiple priorities and field operations effectively
- Knowledge of MS Office tools
- Willingness for frequent field travel

Languages
- Fluency in English and Urdu
- Sindhi is an advantage
