At AFH Pakistan, we are looking for a MEAL Officer – FFS to be based in Tehsil Ahmedpur Sharqia. This is a short-term, project-based position, and the selected candidate will be hired specifically for the duration of the project (initially 40 days). In return, you will receive a competitive salary, which will be negotiable based on your experience and qualifications.

Job Purpose

The MEAL Officer – FFS will lead the implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems for the Climate-Smart Agriculture & Livestock Farmer Field School (FFS) project in Tehsil Ahmedpur Sharqia. The role will focus on data collection, quality assurance, beneficiary monitoring, and reporting, ensuring evidence-based decision-making and accountability across 20 FFS sites and 800 target households, in line with AFH’s strategic priorities.

Key Responsibilities:

1. MEAL System Implementation (40%)

  • Lead implementation of MEAL systems for the Climate-Smart Agriculture & Livestock FFS project, ensuring alignment with the monitoring plan for 20 FFS sites and 800 target households.
  • Design and manage data collection tools for baseline, endline, Post-Distribution Monitoring (PDM), and other assessments, aligned with project indicators on livelihoods, agriculture, and livestock.
  • Develop, manage, and maintain beneficiary and activity databases (approx. 800 households), ensuring proper tracking of outputs and participation.
  • Analyse quantitative and qualitative data to assess adoption of climate-smart practices, livestock improvements, and overall project outcomes.

2. Field Monitoring & Data Collection (25%)

  • Conduct field data collection through surveys, PRA exercises, FGDs (Focus Group Discussions), KIIs, and household interviews using gender- and youth-inclusive approaches.
  • Carry out regular monitoring visits to FFS sites, training sessions, and livestock interventions (fodder plots, sheds, biogas units) to track progress.
  • Facilitate community-based monitoring by engaging village committees and managing Complaint Response Mechanism (CRM) feedback systems.

3. Data Quality Assurance & Reporting (20%)

  • Ensure data quality, accuracy, and consistency through verification, validation, and data audits (30–50% sample checks), while minimising duplication risks.
  • Prepare monitoring reports, the endline survey, and the Project Completion Report (PCR), including case studies, success stories, and lessons learned, as the project enters its final quarter.
  • Maintain proper documentation of all MEAL activities, ensuring transparency and audit readiness.

4. Coordination & Compliance (15%)

  • Support internal evaluations, donor reporting, and coordination with programme teams to ensure timely submission of final datasets and reports.
  • Ensure full compliance with AFH and donor guidelines, policies, and procedures.
  • Coordinate with field teams and community stakeholders to ensure smooth and timely implementation of MEAL activities.
  • Master’s degree in Social Sciences, International Relations, or a related field from an HEC-recognised university.
  • At least 2 years of field-level experience in project Monitoring, Evaluation, Accountability, and Learning (MEAL).
  • Proficiency in spoken and written Urdu, English, and local languages.
  • Strong organisational skills with the ability to follow protocols and take initiative.
  • Excellent teamwork and interpersonal skills.
  • Strong communication skills in the local language, Urdu, and English.
  • Good computer skills, including report writing, data management, and data analysis.
  • Willingness and ability to travel independently to project sites and villages.
  • Flexibility and adaptability to challenging working conditions, including long-distance travel/walking and exposure to weather, dust, and remote locations.
