Job Summary
The Account Officer is responsible for maintaining accurate financial records, processing financial transactions, ensuring compliance with donor and organizational policies, and supporting financial reporting and audits. The role contributes to the efficient financial management of organization programs and operations.
Key Responsibilities
Financial Management
- Record daily financial transactions in the accounting system.
- Supervise day-to-day financial operations including accounts payable, accounts receivable, and general ledger maintenance.
- Manage organizational funds, ensuring optimal allocation and utilization across projects and departments.
- Prepare regular funds position reports and cash-flow projections for leadership review.
- Prepare payment vouchers, journal vouchers, and receipt vouchers.
- Maintain the general ledger and subsidiary ledgers.
- Process payments to vendors, staff, and beneficiaries.
- Monitor cash and bank balances and prepare bank reconciliations.
Compliance
- Ensure compliance with organizational financial policies and procedures.
- Ensure adherence to donor regulations and statutory requirements.
- Maintain proper supporting documentation for all financial transactions.
- Assist during internal and external audits.
- Maintain organized financial files (physical and electronic).
- Ensure all accounting records are complete, accurate, and easily retrievable.
- Support project teams on financial matters.
- Assist in financial planning and cash flow management.
- Perform other finance-related tasks assigned by the Finance Manager.
Banking & Treasury
- Manage organizational bank accounts, ensuring accurate and timely reconciliation of all accounts.
- Oversee cash and bank transactions, authorizations, and fund transfers in line with financial controls.
- Maintain and manage relationships with banking institutions and financial service providers.
- Monitor daily cash positions and ensure adequate liquidity for operational requirements.
- Prepare and present treasury reports including cash management summaries to senior management.
- Ensure banking mandates, signatories, and documentation are current and compliant.
- Ensure Banking Compliances with relevant bank accounts.
Compensation and Benefits
- Administer employee compensation structures including base pay, incentives, allowances, and benefit packages.
- Ensure timely and accurate processing of all statutory and organizational benefits.
- Conduct periodic reviews of compensation and benefits policies in collaboration with HR.
- Maintain records of employee benefits, entitlements, and utilization for financial reporting.
- Advise management on compensation benchmarking and market alignment strategies.
- Ensure compliance with labour laws and organizational policies related to compensation and benefits.
Advances and Loans Management
- Administer employee advances and loans in accordance with organizational policies.
- Maintain a comprehensive register of all outstanding advances and loans with repayment schedules.
- Process and approve advance requests, ensuring compliance with authorization limits and policy.
- Monitor and follow up on recovery of advances, ensuring timely deduction from payroll where applicable.
- Prepare periodic reports on advances and loans status for management review.
- Ensure proper accounting treatment and documentation for all advance and loan transactions.
Tax Management
- Plan, compute, and manage all organizational tax obligations including income tax, withholding tax, and sales tax (When PMS Registers for Sales Tax).
- Ensure timely filing of monthly, quarterly, and annual tax returns with relevant tax authorities.
- Maintain accurate tax records and provide reconciliations to support audit and compliance requirements.
- Liaise with tax consultants and the Federal Board of Revenue (FBR) for queries, assessments, and exemption certificates.
- Monitor and advise on changes in tax legislation that may impact on the organization.
- Prepare and submit tax exemption documentation applicable to non-profit entities.
Budget and Reporting
- Assist in preparing annual budgets and project budgets.
- Monitor expenditures against approved budgets.
- Prepare monthly, quarterly, and annual financial reports.
- Support donor financial reporting requirements.
Payroll Management
- Oversee the preparation, verification, and disbursement of monthly staff payroll.
- Ensure accurate computation of salaries, allowances, deductions, increments, and arrears.
- Maintain payroll records, salary registers, and related documentation in compliance with HR policies.
- Coordinate with Human Resources for timely processing of new appointments, terminations, and promotions.
- Generate and distribute pay slips and monthly salary reports to relevant stakeholders.
- Ensure payroll data integrity and implement controls to prevent unauthorized changes.
Qualifications
- Master’s degree in accounting, Finance, Commerce, or a related field.
- Professional certification (ACCA, CA Inter, CMA, CPA, or equivalent) is an advantage.
Experience
- 2–4 years of accounting experience, preferably in an NGO, nonprofit, or donor-funded project.
