Project Overview

We are seeking specialist profiles for a potential community-based disaster risk reduction and resilience project expected to commence in August 2026 in the districts of Multan and Muzaffargarh in South Punjab. The initiative will work with flood‑affected communities to strengthen local preparedness systems through youth‑led and community‑driven approaches, including the formation and capacity building of community preparedness groups.

The project will focus on practical disaster preparedness, contingency planning, early warning dissemination, first‑response coordination, and social cohesion, with a strong emphasis on the meaningful participation of women, youth, persons with disabilities and other marginalized groups. Through targeted training, mock drills, community dialogue sessions and awareness campaigns, the project aims to help communities anticipate, withstand and recover from climate‑induced shocks while reinforcing human security and linkages with local disaster management institutions.

Purpose of the position

The Monitoring and Reporting Officer will support the project in establishing and implementing a robust system for monitoring progress, documenting results, and preparing high-quality internal and donor reports across all project components, including community mobilization, DRR, preparedness, social cohesion, and gender and inclusion.

Key responsibilities

  • Develop and operationalize the project’s monitoring and reporting framework in line with approved workplans, indicators, targets, and deliverables.
  • Design and maintain monitoring tools, data collection formats, trackers, dashboards, attendance systems, and field reporting templates for use by project staff and field teams.
  • Coordinate routine collection, verification, consolidation, and analysis of project data from trainers, specialists, mobilizers, and partner teams.
  • Conduct regular field monitoring visits to assess progress, validate reported achievements, identify implementation gaps, and recommend corrective actions.
  • Track progress against output and outcome indicators, workplan milestones, and district-level activity plans, and flag delays or risks to the Team Leader in a timely manner.
  • Lead preparation of weekly, monthly, quarterly, and final progress reports, ensuring accuracy, consistency, and compliance with donor requirements.
  • Compile training records, beneficiary data, case studies, success stories, lessons learned, photographs, and evidence required for reporting and knowledge products.
  • Ensure proper disaggregation and analysis of project data by sex, age, disability, geography, and other relevant inclusion markers where applicable.
  • Support results-based management processes, including indicator tracking, performance review inputs, and documentation of outputs and outcomes.
  • Maintain organized electronic and hard-copy project documentation, including means of verification, field reports, meeting minutes, and deliverable archives.
  • Assist the Team Leader in preparation of presentations, donor briefs, and technical documentation for review meetings and coordination forums.
  • Support learning and adaptive management by synthesizing findings from field monitoring and identifying trends, bottlenecks, and practical recommendations for implementation improvement.

Required qualifications and experience

  • Master’s degree in Social Sciences, Development Studies, Statistics, Economics, Public Administration, Project Management, Disaster Management, or a related field; a Bachelor’s degree with additional relevant experience may be considered.
  • At least 3 years of relevant experience in monitoring, evaluation, reporting, or project documentation in development or humanitarian programming; stronger profiles may be preferred for donor-funded assignments.
  • Demonstrated experience in preparing donor-quality narrative reports, indicator tracking tables, and project documentation packages.
  • Experience in field monitoring, data quality assurance, and use of monitoring tools for community-based programmes.
  • Proficiency in MS Excel, Word, PowerPoint, and digital data management tools; experience with dashboards and spreadsheet-based tracking systems is highly desirable.
  • Familiarity with DRR, resilience, community development, or humanitarian programming in Pakistan will be an advantage.
  • Excellent written English and strong analytical/report-writing skills are essential.
