Aga Khan Health Service, Pakistan is currently seeking a dynamic and experienced Monitoring & Evaluation Manager to join its team in Gilgit and Chitral Region(s).

 Position Summary:

The M&E Manager will lead the design, implementation, and coordination of the Monitoring, Evaluation, Research, and Learning (MERL) framework for a multi-outcome SRHR project in GB and CHT. The role focuses on strengthening real-time data systems, evidence generation, learning documentation, and adaptive program management to support improvements in access to quality SRHR services, gender norms transformation, and policy engagement.

Key Responsibilities:

1.       MEAL Framework Development

  • Lead the development of the project’s results framework, theory of change, and indicator matrix in line with donor and organizational guidelines.
  • Finalize baseline, midline, and endline evaluation strategies, including methodologies, tools, and timelines.

2.       Monitoring and Data Management

  • Oversee the design and operationalization of data collection tools (quantitative and qualitative).
  • Ensure integration with existing Health Management Information Systems (HMIS), DHIS2, or project-specific MIS platforms.
  • Manage regular data flow from health facilities, outreach clinics, and community interventions across GB and CHT.

3.       Capacity Building and Technical Support

  • Train and mentor field teams, partners, and data officers on data collection, reporting, and analysis tools.
  • Ensure data quality through routine verification, field supervision, and spot checks

4.       Research and Evaluation

  • Design and coordinate operational research and rapid assessments, including studies on service quality, client satisfaction, social norms, and gender barriers.
  • Facilitate external evaluation missions and collaborate with consultants for special studies.

5.       Knowledge Management and Learning

  • Synthesize learnings and evidence to produce briefs, case studies, infographics, and reports.
  • Ensure adaptive learning mechanisms are embedded in project reviews, quarterly planning, and strategic shifts.
  • Support donor reporting with evidence-based inputs and outcome narratives.

6.     Accountability and Safeguarding

  • Ensure inclusion of accountability tools such as client feedback mechanisms and community scorecards.
  • Work closely with gender and safeguarding focal points to track protection indicators and document cases in line with ethical protocols.

7.       Key Deliverables

  • MEAL strategy document and indicator matrix
  • Baseline and quarterly progress reports with visual dashboards
  • Field monitoring reports, data quality audit reports
  • Data protocols, ethical approvals, and final reports 
  • Knowledge products: learning briefs, success stories, case studies
  • Support for donor reports with evidence-rich outcome analysis

Education & Experience:

  • Master’s degree in Epidemiology, Biostatistics, Statistics, Computer Science or related studies.
  • Minimum 3 - 5 years of professional experience in M&E or MERL in community-based health or SRHR/FP projects in similar positions.
  • Experience working with global donors (e.g., GAC, UNFPA) and aligning to their reporting and learning frameworks.
  • Strong command of data management software (Excel, SPSS, STATA, Power BI, or DHIS2).
  • Knowledge of qualitative and quantitative research methods, gender-sensitive tools, and participatory approaches.
  • Familiarity with data protection standards and ethical research practices, especially in SRHR.
  • Analytical thinking and strategic use of data for decision-making.
  • Strong report writing, presentation, and visualization skills.
  • Ability to translate evidence into practical program adjustments.
  • Excellent coordination and mentoring skills.
  • Fluency in English and Urdu; knowledge of local languages (Brushaski, Khowar, Shina) is an asset.
