REQUEST FOR PROPOSAL

Provision of Specialized Medical Services for Referred Children

 Friends Welfare Association (FWA), a non-profit, non-governmental organization headquartered in Mansehra, hereby invites sealed technical and financial proposals/bids from qualified, reputable, and eligible medical service providers, hospitals, and clinics for the provision of specialized medical assessments and diagnostic services for children identified through disability screenings conducted under the ILMpact Education and Inclusion Programme in District Mansehra and District Battagram.

Under this initiative, FWA conducted comprehensive medical and disability screenings of 10,722 students in 50 girls’ primary schools across two districts — District Mansehra (38 schools) and District Battagram (12 schools), covering *Eye / Ophthalmology, *ENT / Audiology and *Physical / Orthopedic Disabilities.

The objective of the screening exercise was to ensure early identification of children with potential functional limitations, facilitate timely referrals, and provide appropriate support through systematic screening and the provision of assistive devices. This approach contributes to the creation of inclusive and supportive learning environments within schools.

As a result of the screening process, 726 children were identified as referral cases (612 in Mansehra & 114 in Battagram), including:

  • 192 Eye / Ophthalmology cases - (142 Mansehra, 50 Battagram)
  • 204 ENT / Audiology cases – (170 Mansehra, 34 Battagram)
  • 330 Orthopedic / Physical disability cases – (300 Mansehra, 30 Battagram)

These children require further medical investigation, specialist consultation (FCPS, MRCP, FRCS, or equivalent qualifications), and clinical confirmation of their conditions. It is important to note that the initial screenings were indicative in nature and were not intended to replace detailed medical examinations. Therefore, referral to qualified specialist doctors is essential to ensure accurate diagnosis and appropriate medical intervention.

The RFP is for the provision of specialized medical services for the identified referral cases (726 students) from 50 target schools across two districts — District Mansehra (38 schools) and District Battagram (12 schools).
