1. Job Purpose

The Quality Assurance Officer (QAO) will be responsible for monitoring the quality, compliance, and effective implementation of programme activities at Facilitation Centres (FCs) in accordance with approved work plans, SOPs, protocols, and programme standards.

The QAO will conduct regular field monitoring visits, Data Quality Assessments (DQAs), compliance reviews, and provide technical guidance and on-the-job support to FC teams. The position will identify implementation gaps, document findings, recommend corrective actions, and ensure timely follow-up for resolution.

The QAO will work closely with the Data and Reporting Officer (DRO), Divisional Coordinators, Provincial Manager, MEAL Manager, and relevant programme stakeholders to strengthen programme quality, data integrity, documentation, compliance, and reporting.

The position will contribute to programme reporting, lessons learned, capacity building, and continuous improvement of programme implementation.

2. Key Responsibilities

A. Quality Assurance and Field Monitoring

  • Conduct regular field visits to Facilitation Centres to monitor programme implementation against approved SOPs, guidelines, work plans, and quality standards.
  • Conduct Data Quality Assessments (DQAs) to verify the accuracy, completeness, consistency, timeliness, and reliability of programme data.
  • Identify implementation gaps, operational challenges, compliance issues, and areas requiring improvement.
  • Prepare field monitoring reports and ensure timely documentation and follow-up of findings and recommendations.
  • Develop and track corrective action plans and follow up with relevant teams to ensure timely closure of identified gaps.
  • Monitor the quality of service delivery and ensure adherence to approved programme protocols.
  • Provide practical guidance and technical support to FC staff to improve programme quality and compliance.

B. BNP Programme Compliance

  • Monitor implementation of the Benazir Nashonuma Programme (BNP) in accordance with approved protocols, SOPs, and programme guidelines.
  • Ensure FC teams comply with operational and programme requirements.
  • Monitor adherence to SAM and MAM management protocols and relevant nutrition programme guidelines.
  • Review and identify gaps in beneficiary processes, documentation, referrals, case management, and service delivery.
  • Ensure compliance with BISP App operational protocols and support effective management and resolution of dirty-code cases.
  • Monitor the effective implementation of the Case Management System and Community Feedback Mechanism and facilitate timely resolution of identified issues.

C. Data, Reporting and Documentation

  • Support the development and implementation of monitoring frameworks, indicators, results frameworks, and performance monitoring plans.
  • Support routine data collection, verification, analysis, and reporting processes.
  • Review programme data and identify inconsistencies, trends, gaps, and areas requiring management attention.
  • Coordinate with the DRO to ensure accurate and timely programme data and reporting.
  • Prepare regular field monitoring, quality assurance, monthly, quarterly, and other programme reports as required.
  • Maintain and update relevant programme reports and records on Partner Connect and other approved reporting systems.
  • Ensure proper documentation of monitoring findings, corrective actions, lessons learned, and best practices.
  • Contribute to timely reporting to management and relevant programme stakeholders.

D. Capacity Building and Technical Support

  • Conduct on-the-job coaching and training for FC and programme staff on quality standards, compliance requirements, SOPs, data quality, and other relevant programme areas.
  • Identify staff capacity gaps through field monitoring and recommend appropriate capacity-building interventions.
  • Provide mentoring and technical guidance to field teams to improve programme implementation and service quality.
  • Promote a culture of quality, accountability, learning, and continuous improvement.

E. Coordination and Learning

  • Work closely with the DRO, Divisional Coordinators, Provincial Manager, MEAL Manager, and other relevant programme teams.
  • Participate in multi-stakeholder coordination meetings, workshops, reviews, and programme events as required.
  • Document lessons learned, good practices, and implementation challenges and share recommendations for programme improvement.
  • Support management in identifying systemic issues and practical solutions to improve programme performance and compliance.

F. Safeguarding and PSEA

  • Promote and comply with ACT International's safeguarding, PSEA, code of conduct, and other relevant organizational policies.
  • Maintain awareness of PSEA principles and ensure appropriate conduct during field visits and interactions with beneficiaries and communities.
  • Report safeguarding or PSEA concerns through established organizational reporting mechanisms.

3. Required Qualifications and Experience

  • Master's degree in Nutrition, Public Health, Health Sciences, Social Sciences, or another relevant discipline.
  • Minimum 3 years of relevant professional experience, preferably in nutrition, public health, community-based programmes, humanitarian/development programmes, or quality assurance/MEAL functions.
  • Demonstrated experience in field monitoring, quality assurance, data verification, compliance monitoring, and programme reporting.
  • Experience working with nutrition-related programmes, preferably including SAM/MAM management or community nutrition interventions, will be an advantage.
  • Experience with data collection, data quality assessment, database management, and reporting.
  • Proficiency in MS Excel and other data management/analysis tools.
  • Good understanding of monitoring, evaluation, accountability, learning, and data quality principles.
  • Strong report-writing, analytical, organizational, and problem-solving skills.
  • Strong communication, coordination, mentoring, and capacity-building skills.
  • Ability to work independently with minimal supervision while maintaining effective coordination with a multidisciplinary team.
  • Ability to work under pressure and meet tight deadlines.
  • High attention to detail and commitment to accuracy and quality.
  • Good understanding of PSEA, safeguarding, accountability, and protection principles.
  • Willingness and ability to undertake frequent field travel.
