This position is being advertised for an anticipated project and hiring is subject to the project being awarded to CARE.
Main Duties and Responsibilities
1- Project Documents:
- Prepare and check the bill of quantities, cost estimates, equipment list and site layout for each project case file.
- Specify civil works and the space, power and utility needs of machinery, and check them against supplier specifications.
- Help build and update the machinery supplier database (first issue plus four quarterly updates).
2- Due dilligence:
- Visit every proposed site to check its suitability, access, structure and land documents with the Field Surveyor.
- Value the operator's in-kind contribution (existing land, buildings, civil works and equipment) for the due diligence report.
3- Supervision and Certification:
- Supervise construction and installation of each unit against the approved BOQ, drawings and specifications.
- Certify each milestone on site with geo-tagged photographs
- Record variations, defects and delays, and agree corrective action with operators and contractors.
- Run the trial run and commissioning checks, and confirm units are ready to operate.
4- Safeguards and Reporting:
- Apply environmental and social safeguards on site: occupational health and safety, waste, drainage and site impacts.
- Upload milestone evidence, photographs and certificates to the digital platform, and feed engineering progress into monthly and quarterly reports.
- Support training of PMU and district staff on BOQ review and milestone verification at handover.
A) Qualifications (Know How)
- Bachelor's degree in Civil Engineering (B.E./B.Sc.).
- Valid Pakistan Engineering Council (PEC) registration is required
B) Experience/ Technical Skills
- 8 years or more is must.
- Experience preparing BOQs and cost estimates, and supervising small and medium civil works or industrial and agro-processing units.
- Experience certifying works and payments for government or donor-funded projects is must.
Skills
- Quantity surveying, AutoCAD and estimating software.
- Using GPS or geo-tagging apps and mobile data collection for site evidence.
- Clear written English for certificates and reports; fluent spoken Urdu; a local language of the package districts is an advantage.
- Able to travel extensively to remote sites across the districts.
