Background

A leading local organization is implementing a UN Women–funded project in Balochistan aimed at strengthening the capacities of Women Home-Based Workers (WHBWs) through skills development, digital literacy, and enhanced economic participation. The project seeks to advance women’s economic empowerment by improving their employability, income-generation potential, and access to decent work opportunities.

A key barrier faced by many women is the mismatch between their existing skills and the competencies required by local and emerging labour markets. To address this gap, the organization is seeking to engage a qualified individual consultant to assess the women home-based workers and design a responsive, market-aligned training package that strengthens their economic opportunities.

Key Responsibilities:

  • Assess 300 beneficiaries, building on existing baseline data to identify their existing competencies, learning gaps, career aspirations, and market-relevant skill requirements.
  • Consult and coordinate with relevant trainers, training institutes, employers, industry associations, and technical experts to assess training capacity, course requirements, market demand, and certification/accreditation standards.
  • Analyze findings, identify skills gaps and recommend suitable training areas and courses based on beneficiary profiles, market opportunities, and the capacity of training providers.
  • Develop course outlines, session plans, trainer guides, learning materials, practical exercises, and assessment tools that incorporate digital, financial, entrepreneurship, life-skills, and workplace-readiness components.
  • Design assessment framework, aligned with competency-based and hands-on delivery methodologies, to track participants’ learning progress and readiness for employment or entrepreneurship.

Required Experience

  • Minimum of 2 years’ relevant professional experience.
  • Experience of conducting assessments, surveys, focus group discussions (FGDs), and key informant interviews (KIIs).
  • Strong facilitation, communication, and report-writing skills.
  • Prior experience in women’s economic empowerment or skills-development initiatives will be an advantage.

Duration & Deliverables

  • 20 consecutive days in Quetta.
  • A comprehensive assessment report for the 300 participants.
  • Tailor-made, modular training curricula and associated materials (course outlines, session plans, trainer guides, learning materials, practical exercises, and assessment tools) ready for delivery with accredited technical partners.

Estimated Budget: 500,000 Rs.
