1.  About Legal Aid Society

The Legal Aid Society is a not-for-profit, non-governmental organization registered on the 19th day of November 2013 under the Societies Registration Act, XXI of 1860. It provides free legal advisory services through its Sindh legal advisory call center based in Karachi. Over the last five years of operations, LAS has spread its operations to 13 judicial districts in the province of Sindh. The head office is situated in Karachi, and operations are conducted through (8) District offices located in Islamabad, Hyderabad, Sukkur, Larkana, Khairpur, Sanghar, Shaheed Benazir Abad, and Dadu. In the short span since its inception, it has gained recognition regionally and internationally as one of the key professional organizations working in the domains of law, justice, and development.

2.  What We Are Looking For

LAS wishes to appoint a creative and production agency as its external marketing and communications partner, to strengthen its digital presence, build public awareness, and communicate its work and impact through engaging and accessible content.

We are looking for a partner that works as an extension of our Marketing & Communications team, brings ideas without being asked, and can turn complex legal information into content that ordinary people understand. Work must be contemporary, credible and appropriate for Pakistani audiences, and produced with care when it involves beneficiaries or vulnerable communities.

The engagement is made up of two parts, and agencies may apply for one or both:

  • Part A — Creative & Digital Services: an ongoing monthly retainer.
  • Part B — Production Services: commissioned assignment by assignment, against fixed rates that hold for the contract year.

LAS may award both parts to one agency or split them between two.

 

 

3.  Scope of Work

Part A — Creative & Digital Services (monthly retainer)

Deliverable

What is required each month

Social media management

Facebook, Instagram, TikTok and YouTube — planning, publishing, scheduling and platform optimisation

Weekly content

7 posts per week: 4 static and 3 animated or motion posts, adapted for each platform

AI-generated videos

2 short-form videos per month, including concept, script, visuals, editing, sound and subtitles

Content calendar

One monthly calendar covering themes, campaigns, observances, formats, captions, schedule and platforms, submitted by the 25th of the preceding month

Community management

4 hours per working day, Monday to Friday — monitoring, replying to routine queries on approved guidance, and escalating sensitive matters to LAS

Advertising creatives

Paid campaign, awareness and traffic creatives, including variants and adaptations, as required

Copywriting

Captions, campaign messaging, headlines, calls-to-action and video scripts in English and Urdu, and in Sindhi where required

Content strategy

Monthly strategy, audience and platform recommendations, campaign ideas, trends and emerging formats

Monthly report

Performance report within 7 working days of month end, explaining what worked, what did not, and what to change

Website creative support

Banners, campaign graphics, landing-page visuals, infographics and resizing (website development is not included)

Production concepts

Concepts, moodboards, storyboards, scripts, treatments and creative direction for LAS video requirements

 

Part B — Production Services (commissioned as required)

Approximately 1 minute. Rate to cover pre-production, script, storyboard, animation, editing, voice-over, sound, subtitles and mastering.

Approximately 30 seconds, basic-level production. Rate to cover talent, crew, equipment, location, editing, sound and subtitles.

Short documentary film

2-day shoot, 1 location, approximately 5 minutes final duration.

Long-form documentary film

3-day shoot, 2 locations, approximately 20 minutes final duration.

 

  • Concept and creative development for production sits inside the retainer. Filming and post-production are commissioned separately.
  • Rates quoted for Part B must assume shoots within Karachi. Quote a separate per-day rate for travel, accommodation and logistics for shoots in interior Sindh, since assignments may be filmed outside Karachi.
  • Each production assignment will be confirmed by LAS in writing before work begins, and payment is made only for assignments actually commissioned.

4.  How We Will Work Together

  • The monthly content calendar is submitted by the 25th of the preceding month and approved by LAS before anything is published.
  • Nothing is published without written approval from LAS. Legal content is verified by LAS first.
  • First drafts within 3 working days for routine requests, and within 24 hours when LAS marks a request urgent.
  • Two rounds of revisions are included for each deliverable. Further rounds are agreed in writing if the brief changes materially.
  • For production, a rough cut is due within 10 working days of the final shoot day.
  • A named account manager and a named creative lead are assigned to the LAS account.
  • AI tools must not be used to generate or alter the likeness or voice of any LAS beneficiary, client or staff member, and AI content must never be presented as real cases or documentary footage.
  • Content involving beneficiaries requires written consent and clearance under LAS safeguarding processes before filming or publication.

5.  Key Commercial Terms

Contract duration

One year from the date of signing, extendable by mutual written agreement. All rates stay fixed for the contract year.

Retainer payment

Monthly in arrears, against an invoice submitted with the monthly performance report. Paid within 15 working days of invoice acceptance.

Production payment

40% on written approval of the concept and issue of the work order, 60% on delivery and acceptance of final files. Paid within 15 working days of invoice acceptance.

Advertising spend

Funded separately by LAS and not part of the retainer. State in your proposal whether you charge a commission or management fee on advertising spend, and at what percentage, or state that you do not.

Taxes

All prices must be inclusive of applicable taxes. Taxes will be deducted or withheld at source as required by law.

Ownership

Final approved assets, source files and raw footage produced for LAS belong to LAS and are handed over in editable format. Rights for music, talent and stock material must be cleared by the agency.

Confidentiality

The agency keeps LAS programmes, beneficiaries, data and unpublished materials confidential, and signs a non-disclosure agreement on award.

Termination

LAS may end the contract on 30 days written notice, and immediately in the event of a breach of confidentiality or safeguarding, or publication of unapproved content.

Subcontracting

No part of the work may be subcontracted without prior written approval from LAS.

 

 

6.  What to Submit

We have kept this deliberately short. Please send the following only.

  1. Company profile — maximum 2 pages. Include your registration details, years in operation, team size, and a short note on relevant experience, particularly any work for social-impact or development-sector organizations.
  2. Portfolio — 3 to 5 links. Please include at least one example of social media content, one example of motion or animated content, and one example of a video, documentary or awareness advertisement.
  3. Approach note — maximum 1 page. How you would approach the LAS account, and one or two content or campaign ideas you would bring to us.
  4. Team — half a page. Names and roles of the proposed account manager and creative lead, and who else would work on the account.
  5. Financial proposal. The form at Annex A, completed. Please submit this as a separate file or in a separate sealed envelope.
  6. Declaration. The form at Annex B, signed and stamped.
  7. Registration documents. Copy of NTN certificate, and GST or SST certificate where applicable.

No presentation deck, no sample creative work and no case-study document is required at this stage. Shortlisted agencies may be invited to a short discussion before award

  • A proposal must score at least 56 of the 80 quality points before its price is considered.
  • For price comparison, LAS will use twelve months of the retainer plus one unit of each production item. This is a comparison method only and does not commit LAS to commissioning any production work.
  • Where an agency applies for one part only, prices are compared within that part.
  • LAS is not bound to accept the lowest or any proposal, may award one or both parts, may split the award, and may cancel or reissue this RFP without giving reasons.
