Hiring of Consultant/Institute for conducting vocational skills training for men and women in Year 2026 in District Shangla
Preamble
Pak Mission Society (PMS) is a national humanitarian and development organization established in 2004 by a group of Christian professionals with a collective vision to reach to ureached and bring hope, dignity, and respect by sharing love through emergency relief efforts as well as long-term rehabilitation and development programs.
PMS holds a valid MoU with the Economic Affairs Division (EAD), Government of Pakistan. It is also certified as an NPO under the evaluation standards of the FBR and accredited by the Pakistan Centre for Philanthropy (PCP). Since its inception, PMS has reached and served marginalized communities regardless of race, gender, ethnicity, class, religion, or social background. The organization promotes holistic transformation and development through transparent, fair, and rights-based humanitarian and development initiatives.
Currently, PMS is implementing the Building Resilient Shangla Project (BRSP) in three UCs of District Shangla Alpuri, Lilownai, and Opal. This 36-month development project (November 2023 October 2026) is funded by Humedica Germany.
As part of BRSP, PMS aims to collaborate with a qualified training institute, firm, or organization to empower 60 male and female trainees by enhancing their technical and vocational skills over the course of three years. The objective is to enable participants to become skilled or semi-skilled workers who can secure wage employment or establish self-employment in trades and skills that have strong market demand.
Objectves of Consultancy
The overall objective of the training is to upgrade technical and entrepreneurial skills of selected male & female candidates to equipping them with practical, market-relevant skills that improve employability, support self-employment, and enhance income-generating opportunities.
Specific objectives include:
- Enhance advanced skills and techniques in tailoring and embroidery, plumbing, electrician and mobile repairing among the 30 female and 30 male candidates
- Improve product finishing, quality control, and design innovation
- Introduce market-driven designs and trends
- Strengthen basic entrepreneurship, costing, pricing, and order management skills
- Enable participants to produce saleable, value-added products
- Facilitate job placement of trained beneficiaries, including connections with microfinance institutions (MFIs), to support business growth and sustainability.
The firm, or organization will be responsible for establishing community-based training centers equipped with adequate resources to deliver non-residential employable skills and vocational training. The training will cover the following trades:
All training will be conducted using curricula/modules approved from the government technical institute. The non-residential training center will be established in the Union Councils of Opal, District Shangla.
To ensure employability, the training will place strong emphasis on practical sessions (at least 30%), complemented by theoretical instruction (up to 70%).
Description and duration of the training.
The training program aims to enhance advanced vocational skills in Plumbing, Electrician, Mobile repairing, Hand embroidery, and tailoring with a strong emphasis on entrepreneurship development, quality standards, and market readiness, enabling women and men participants to manage their enterprises more effectively and sustainably. After completion of courses, the trainees will be awarded government (TVETA/SDC) approved certificates by the Training Service Providers (TSP), and it must be affiliated with the accredited authority of KPK. Selected TSPs will provide three months of theoretical and practical classes at the community level.
The training centre will be established at a central location in Union Council Opal of District Shangla to ensure easy accessibility for all participants. A total of 5 (Plumbing, Electrician, Mobile repairing, Hand embroidery and tailoring skills) three-month trainings are planned, which are proposed to be conducted from 15 August to 15 November, 2026.
Outputs/Deliverables of Training Consultant/Trainer
- Under this agreement /TSP/Institute/ would be responsible for imparting vocational skills for three months on agreed courses to the selected trainees as per the standards of TVETA. The class size shall be 9 trainees for electrician, 11 for Plumbing, and 10 for Mobile Repairing (male candidates), and 10 for Hand Embroidery and 20 for Advanced Tailoring Skills (female candidates). If required, more than one Training Centre shall be established at nearby locations within Union Council Opal to accommodate the female trainee groups.
- The TSP is bound to provide a training lab at the local level, which is accessible to all selected trainees.
- Establish training labs/ workshops of the desired trade as required
- Provision of training consumable items as per the needs of the trade.
- Printing of training manuals for trainees.
- Ensure a clean, secure, and suitable learning environment including, but not limited to access to water & sanitation facilities, workshop furniture and fixtures, and basic tools.
- Selected TSP will hire experienced/qualified TVET instructors for training
- Ensure retention of 80% of enrolled students. Monitor and ensure attendance of each student at least 80-85% monthly.
- TSP will conduct Assessments and share the results with the PMS team every month.
- Practical work 70% and theoretical 30%.
- Class Hours will be 4 hours daily and 26 days in a month, excluding Sunday. If the government announces any additional holidays, the TSP team will be responsible for making up the missed sessions to ensure that 26 training days are completed each month.
- Ensure that trainers follow the curriculum; use the training manual, and weekly assessments are conducted by trainers to track the trainee’s progress.

- Maintain attendance sheets and other records including visitor remark register, consumable stockpiles etc.
- The TSP will register all trainees with TVETA/SDC or any other recognized authority for certification.
- PMS will provide a list of selected trainees to TSP.
- After the successful completion of training, PMS will provide a tool kit to each learner enrolled in the training program.
- On-going monitoring of training quality.
- To make contacts of TSP with VDCs for identification and finalization of training Centres.
Organization’s (PMS) Responsibilities
Safeguarding and protection of the girls in TVET centers
PMS is committed to zero tolerance to all forms of violence against children, beneficiaries and staff including sexual exploitation, abuse, harassment, abuse of authority and discrimination. PMS adheres to strict safeguarding and child protection policies. Therefore, selected organisation is to comply with these policies and principles, and maybe requested for more information for background checks and security clearances.
When working with children or beneficiaries you must always:
- Conduit interactions That are safe, appropriate, and sensitive to the feelings of the concerned person.
- Immediate report an concern relating to the safety or welfare of child, adolescent or personnel you are in contact with through complaint response mechanism
- Behave appropriately; make sure that language is moderated in their presence and refrain from comments that may cause discomfort or offence.
- Avoid inappropriate physical contact with a beneficiary. All male personnel had to be accompanied by a female staff member when interacting with female trainees.
- Be sensitive to local norms and standards of behavior towards children and adults at risk. Where local norms and standards of behavior contravene this code of conduct – or any of the Safeguarding policies or guidance documents – the policies and standards take precedence.
- Do not take photographs or videos without consent taken from the beneficiaries.
- TSP with a specialized team having extensive demonstrated experience of at least 3-5 year in providing training on TVET Skill/trades, preferably in donor funded projects.
- Expert male & female trainers having minimum qualification should be diploma in relevant trade /practical experience teaching in required trade.
- Flexible characteristics and attitude for situational adjustments and modification during implementation will be added value.
- Valid trades registration certificate of TTB or TVETA/SDC for the desired trades.
- Knowledge of the local languages (Pashto) and culture in the project district will be preferred.
Essential and Desirable Experience/Qualifications

DETAILED SELECTION CRITERIA:
- Overall institutional experience in delivering technical and vocational training programs (minimum 3–5 years preferred).
- Experience in KP region, particularly in Shangla or neighboring districts, demonstrating contextual understanding and community linkages.
- Availability of qualified trainers and instructors with certified expertise in relevant trades.
- Proven record of completed assignments with reputable organizations in similar training or skill development initiatives.
- Submission of relevant staff CVs, including trainers, coordinators, and administrative personnel.
- Quality and alignment of curriculum with national standards and local labor market needs.
- Availability of training tools, equipment, and consumables to ensure practical skill delivery.
- Realistic and logical training timeline/work plan aligned with project implementation schedule.
- TSPs obtaining an overall technical score of 85% (out of 100%) shall be considered eligible for selection.
The organization reserves the right to accept or reject any proposal without giving any reasons. As per course identifications and requirements, PMS can award consultancy to more than one firm/ Institutes for maintaining quality of work and timely completion of the training activity as required.
Payment terms:
The consultancy payment shall be made to the TSP based on the successful submission of the deliverables specified in the Agreement/MoU for the three-month training program.
Annexure of Technical and Financial proposal
The annexure consists of technical and financial proposal formats. Technical proposal details will be furnished in the matrix described below from serial 1 to 20 along with filling supported Annexure A, B & C.
Financial proposal: In the financial proposal details, the Trainer/Consultant/Firm will be furnishing the information in budget format, which is a separate Excel document.
Technical and financial proposal format:
The TSPs/Institute who meet the requirements are invited to submit their expression of interest using the annexes mentioned below in sealed envelopes to the following addresses given below and applications (hard copies) should include the following:
- Cover letter detailing the firm’s/consultant’s suitability for the assignment and current contact information.
- CVs of the team members, including detailed work experience, education; please clearly identify the overall lead consultant.
- Consultants are expected to submit appropriate training methodology and sample training content (outline).
- Relevant reference.
- All interested firms/consultants must submit financial proposals for training on or before 10th August, 2026 via sealed envelope at the below-mentioned address.
