Purpose

The Community Mobiliser is responsible for supporting community-based implementation of project activities by strengthening community engagement, promoting awareness of legal rights and available services, identifying individuals requiring legal and protection assistance, facilitating referrals, and supporting community-based protection initiatives. The position serves as a key link between target communities and the project team to promote equitable access to legal and protection services.

Key Responsibilities

Community Engagement and Mobilisation

  • Establish and maintain effective working relationships with community leaders, local representatives, community groups, and other relevant stakeholders to facilitate project implementation.
  • Mobilise community members to participate in project activities, awareness sessions, legal camps, consultations, and other community-based interventions.
  • Promote community participation, inclusion, and meaningful engagement throughout project implementation.
  • Coordinate and provide day-to-day guidance to assigned Outreach Volunteers (OVs), ensuring their community engagement activities align with approved implementation plans, referral protocols, and organisational standards.
  • Support the identification and engagement of vulnerable individuals requiring legal and protection services.

Awareness Raising and Outreach

  • Conduct community outreach activities to promote awareness of legal rights, available services, referral pathways, and community feedback mechanisms.
  • Support the organisation and delivery of legal awareness sessions, legal camps, and other community information activities.
  • Distribute Information, Education and Communication (IEC) materials in accordance with approved implementation plans.
  • Promote access to project services through community networks and established outreach mechanisms
  • Actively promote the Community Referral Mechanism (CRM) within target communities, ensuring individuals are informed of available legal and protection services and the channels through which they may be accessed.

 

Beneficiary Identification and Referrals

  • Identify individuals and households requiring legal or protection support through regular community engagement.
  • Facilitate referrals to Protection Officers, Lawyers, and other appropriate service providers in accordance with approved referral procedures.
  • Support follow-up with referred individuals where appropriate and maintain regular communication with communities regarding available services.
  • Promote voluntary participation, informed consent, confidentiality, and respectful engagement during all interactions.
  • During community engagement, identify individuals who may meet Cash for Protection eligibility criteria and refer them to the Protection Officer for further screening in accordance with approved project procedures.

Community-Based Protection and Monitoring

  • Support community-level protection monitoring activities by sharing information on emerging community concerns and protection risks.
  • Assist project staff during household surveys, Focus Group Discussions (FGDs), Key Informant Interviews (KIIs), community consultations, and other approved field activities.
  • Support collection of community feedback to strengthen programme quality and responsiveness.
  • Report significant community concerns and protection issues to the Protection Officer in a timely manner.

Documentation and Reporting

  • Maintain accurate records of outreach activities, community meetings, referrals, and awareness sessions.
  • Prepare activity reports and submit required documentation in accordance with organisational procedures.
  • Support data collection and verification activities as assigned.
  • Maintain confidentiality of beneficiary information and project records.

Coordination and Collaboration

  • Work closely with Protection Officers, Lawyers, Information Management & Data Officer, and other project staff to facilitate integrated service delivery.
  • Participate in team meetings, planning sessions, and capacity-building activities.
  • Coordinate with community representatives and local stakeholders to support implementation of project activities.

Compliance, Safeguarding and Accountability

  • Promote compliance with organisational policies, safeguarding standards, PSEAH, Child Protection, Accountability to Affected Populations (AAP), and the Code of Conduct.
  • Promote safe, respectful, inclusive, and non-discriminatory engagement with all community members.
  • Inform communities about available complaints and feedback mechanisms and encourage safe reporting of concerns.
  • Immediately report safeguarding concerns, misconduct, or protection risks through established organisational procedures.

Other Duties

  • Perform any other duties related to the position, as reasonably assigned by the Supervisor, in line with organisational policies and operational requirements.

Qualifications & Experience

  • Preferably Bachelor's degree in Social Work, Development Studies, Sociology, Community Development, Psychology, Human Rights, or a related field.
  • Minimum 2–3 years of relevant experience in community mobilisation, humanitarian programming, protection, community development, or social outreach.
  • Experience working directly with vulnerable communities and facilitating community engagement activities.
  • Experience supporting awareness campaigns, community consultations, referrals, or outreach activities will be considered an advantage.
  • Good understanding of community engagement approaches, protection principles, and humanitarian programming.
  • Fluency in both the languages; English/Urdu, required; Pashto and/or Dari is essential.
